MONUSCO/MONUC was established in 1999 under the auspices of the UN Department of Peacekeeping Operations (DPKO). The mission's objectives include supporting the Government of DRC in protecting civilians and stabilizing the region through the establishment of accountable state institutions. The organization operates in the Democratic Republic of the Congo (DRC) and focuses on reducing threats posed by armed groups and violence against civilians, including sexual and gender-based violence. Job Overview:
The Property Disposal Assistant will work under the direct supervision of the Chief of Property Disposal Unit. The role involves assisting in the organization and planning of the disposal of various materials, including fixed assets, equipment, and waste materials. The assistant will participate in inspections for property proposed for write-off, update inventory management systems, create electronic transactions in UMOJA, and assist in cycle counts of inventories. The position also requires running reports from the Business Intelligence portal, organizing bidding processes for commercial sales, and managing waste disposal contracts. The assistant will ensure compliance with UN disposal procedures and maintain the cleanliness and organization of the warehouse and disposal yard. The role emphasizes capacity development through mentoring and training of national staff and partners.

Duties and Responsibilities:
  • Assist in organizing and planning the disposal of Written-Off Materials, including Fixed Assets, Equipment, Expendables/Consumables, and Waste Materials.
  • Participate in the Board of Survey for inspection of property proposed for write-off, including physical and document verification.
  • Update the inventory management system after receiving materials proposed for write-off.
  • Create electronic transactions in UMOJA reflecting property removal from active inventory.
  • Assist in cycle counts of inventories within the PDU warehouse and other locations as required.
  • Run reports from the Business Intelligence portal to support decision-making.
  • Organize the bidding process for lots approved for commercial sale and ensure compliance with UN regulations.
  • Draft Statements of Work for waste disposal contracts.
  • Manage waste disposal contracts and monitor their financial status. 1
  • Follow up on disposal transactions with Procurement, Finance, and PCIU to meet UN KPIs. 1
  • Ensure compliance with UN disposal procedures. 1
  • Maintain cleanliness and organization of the warehouse and disposal yard. 1
  • Assist in the procurement process for commercial bidding on materials approved for sale. 1
  • Support capacity development of national staff and partners through training and mentoring. 1
  • Perform any other related duties as required.

Required Qualifications:
The ideal candidate should possess strong organizational skills, attention to detail, and the ability to work in a team-oriented environment. Proficiency in inventory management systems and experience with procurement processes are advantageous. The candidate should demonstrate effective communication skills and a commitment to ethical standards and respect for diversity. Familiarity with UN rules and regulations regarding property disposal is essential.

Educational Background:
A minimum of a high school diploma is required, with a preference for candidates holding a degree in logistics, supply chain management, or a related field. Additional certifications in procurement or inventory management would be beneficial.

Experience:
Candidates should have at least 1-2 years of relevant experience in property management, logistics, or supply chain operations. Experience working in an international organization or in a challenging environment is highly desirable. Familiarity with UN operations and procedures will be considered an asset.

Languages:
Fluency in English is mandatory. Knowledge of French is highly desirable, as well as proficiency in local languages such as Lingala, Kikongo, Tshiluba, and Swahili, which would be advantageous for effective communication in the DRC context.

Additional Notes:
This position is based in Entebbe, Uganda, and is classified as a family duty station. The role may involve working in challenging conditions, and candidates should be prepared for potential relocation to various duty stations within the DRC. The position is full-time, and candidates may be required to undergo specific vaccinations before deployment. Compensation and benefits will be in accordance with UN standards.
