Job Overview:
The UN Volunteer/Budget and Admin Assistant plays a crucial role in supporting the financial and administrative functions of the Transport Section within MONUSCO. This position involves a variety of responsibilities, including budget preparation, financial monitoring, and administrative support to ensure the smooth operation of the Chief Transport Officer's office. The assistant will work closely with various units to gather and analyze data for budget proposals, assist in compliance with financial regulations, and provide guidance on budget implementation. The role requires a proactive approach to problem-solving and the ability to work in a challenging environment, contributing to the overall mission of MONUSCO in the DRC.

Duties and Responsibilities:
The Budget and Admin Assistant will be responsible for a wide range of duties, including:
  • Assisting in the preparation of cost estimates and budget proposals for the Transport Section, ensuring accuracy and compliance with UN regulations.
  • Supporting the administration in monitoring budgetary resources and reviewing agreements and cost plans.
  • Processing the mission's redeployment of funds and ensuring efficient use of budgetary resources.
  • Preparing budget performance reports and providing variance explanations between approved budgets and actual expenditures.
  • Consolidating transport unit requirements for the annual Demand Acquisition Plan using the UMOJA Supply Chain Management Tool.
  • Providing financial interpretations and corrective actions in response to audits and queries.
  • Offering general office support, including managing correspondence, maintaining records, and preparing for field visits.
  • Following up on staffing and recruitment processes, and maintaining attendance reports for TPT staff.
  • Responding to inquiries and ensuring effective communication within the office. 1
  • Performing any other tasks as directed by the Chief Transport Officer.

Required Qualifications:
Candidates must possess strong analytical skills, attention to detail, and the ability to work under pressure. Proficiency in standard office software and document processing packages is essential. The ideal candidate should demonstrate excellent communication skills, both written and verbal, and have a strong understanding of financial regulations and procedures. A proactive attitude towards problem-solving and the ability to work collaboratively in a team environment are also required. Candidates should be adaptable and able to thrive in a challenging and dynamic work environment.

Educational Background:
A minimum of a bachelor's degree in finance, business administration, or a related field is required. Additional certifications in financial management or administration would be an advantage. Candidates should have a solid understanding of budgeting processes and financial reporting.

Experience:
A minimum of two years of relevant experience in budget management, finance, or administration is required. Experience working in an international organization or in a challenging environment is highly desirable. Familiarity with UN financial regulations and procedures will be considered an asset.

Languages:
Fluency in French is mandatory, as it is the working language of MONUSCO. Proficiency in English is also desirable. Knowledge of local languages such as Lingala, Kikongo, Tshiluba, or Swahili would be an advantage, as it can facilitate communication within the local context.

Additional Notes:
This position is classified as a non-family assignment, meaning that staff members are not permitted to bring family members to the duty station. The living conditions in the DRC can be challenging, with varying levels of amenities depending on the location. Candidates should be prepared to live and work in difficult conditions, and must ensure they are up-to-date with all necessary vaccinations. The role may involve working in areas with security concerns, and staff should be aware of the potential risks associated with living in the DRC.
