Job Overview:
The Air Operations Assistant/Planning Assistant plays a crucial role in ensuring the effective planning and coordination of air transportation activities within MONUSCO. The assistant will be responsible for ensuring compliance with various operational procedures and standards, including those set by the UN and the host country. The role involves arranging medical evacuations, VIP flights, and participating in search and rescue operations, which are vital for the mission's success. The assistant will also conduct risk analyses and develop mitigation strategies to ensure safe and efficient air operations, making this position integral to the overall safety and effectiveness of MONUSCO's aviation activities.

Duties and Responsibilities:
The Air Operations Assistant/Planning Assistant will have a wide range of responsibilities, including but not limited to: planning and coordinating air transportation activities in accordance with established procedures; ensuring compliance with Air Tasking Orders (ATOs) and Daily Flight Schedules (DFS); arranging CASEVAC and MEDEVAC flights; participating in integrated Search and Rescue operations; reviewing and coordinating daily task orders and air support requirements; conducting risk analyses and determining risk mitigation measures; ensuring airframes are selected for maximum cost-effectiveness; conducting aviation risk management; liaising with other UN units and external organizations on aviation matters; developing and implementing standard operating procedures; monitoring reference documents for aircrew members; preparing operational plans and performance reports; analyzing aviation safety reports and identifying corrective measures; and performing any other duties as assigned by the supervisor.

Languages:
Fluency in French is mandatory, as it is the primary working language of MONUSCO. The living conditions in the Democratic Republic of Congo can vary significantly, with basic amenities available in remote duty stations. The role may involve working under UN Security Phase III, which requires staff to be relocated to specified sites for safety.
