The job posting organization is the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA). Established in April 2014, MINUSCA was authorized by the UN security" style="border-bottom: 1px dotted #007bff !important;">Security Council to address the security, humanitarian, human rights, and political crises in the Central African Republic. The mission's primary objective is the protection of civilians, and it operates with a significant presence of personnel, including 11,650 military personnel and 2,080 police personnel. MINUSCA's mission encompasses various tasks such as supporting the transition process, facilitating humanitarian assistance, promoting and protecting human rights, and supporting justice and the rule of law. The organization aims to create political, security, and institutional conditions conducive to reducing the threat posed by armed groups in the region. The mission has subsumed the UN Integrated Peacebuilding Office in the Central African Republic (BINUCA) and has taken over authority in military and police matters from the African Union-led peacekeeping operation (MISCA).

Job Overview:
The UN Volunteer Medical Doctor will work under the direct supervision of the MINUSCA Chief Medical Officer and will be responsible for providing comprehensive medical care to MINUSCA personnel, which includes UN civilian personnel, national and international contractors, and uniformed personnel. The role requires the doctor to attend the MINUSCA Medical Clinic and satellite clinics full-time, conducting daily medical consultations and overseeing the work of other clinic staff, including doctors, nurses, and drivers. The Medical Doctor will be on call during and outside office hours to respond to emergencies, maintain the medical preparedness of the clinic, and manage medical supplies and medications. Additionally, the doctor will provide vaccinations, conduct health education on various health topics, and arrange consultations with specialists when necessary. The position also involves maintaining medical records, advising on health precautions, and conducting medical examinations for UN staff members. The role emphasizes the importance of capacity development through coaching and mentoring of national staff and counterparts.

Duties and Responsibilities:
The Medical Doctor's duties and responsibilities include: attending the MINUSCA Medical Clinic and satellite clinics full-time; conducting daily medical consultations for MINUSCA personnel; overseeing the work of clinic staff; being on call for emergencies; maintaining medical preparedness; responding to trauma emergencies and conducting triage; managing medication and medical supply stock; providing vaccinations; conducting health education on health topics; arranging consultations with specialists; establishing relationships with hospitals and medical facilities; maintaining emergency medical supplies; conducting medical examinations for UN staff; maintaining medical records and confidentiality; advising on health and hygiene precautions; conducting Contingent Owned Equipment (COE) Verification Inspections; and performing other related functions as required by the Chief Medical Officer. The incumbent is encouraged to dedicate time for capacity development through coaching and mentoring of national staff.

Required Qualifications:
The position requires a medical degree from a recognized institution, a valid medical license to practice, and relevant certifications in emergency medicine or primary care. The candidate should possess strong clinical skills, experience in a multicultural environment, and the ability to work under pressure. Additionally, the candidate should demonstrate excellent communication skills, adaptability, and a commitment to humanitarian principles.

Educational Background:
Candidates must have a medical degree from an accredited medical school and hold a valid medical license to practice in their country of origin or in the Central African Republic. Additional qualifications in emergency medicine, public health, or related fields are highly desirable.

Experience:
The ideal candidate should have at least 3-5 years of relevant clinical experience, preferably in a humanitarian or emergency setting. Experience working with international organizations or in conflict zones is an advantage. The candidate should also have experience in managing medical teams and providing training or mentorship to junior staff.

Languages:
Fluency in English is mandatory, and knowledge of French is highly desirable. Proficiency in other languages spoken in the region may be considered an asset.

Additional Notes:
This position is a non-family duty station with a challenging security and working environment. The Central African Republic has a high-security risk level, and movement is restricted to official travel only. The living conditions may be difficult, with limited access to basic services and amenities. The position may require flexibility and the ability to adapt to harsh conditions. The UN provides basic medical care for personnel, and there are limited travel options to and from the country. The role is full-time, and the UN offers a Rest & Recuperation (R&R) scheme for personnel stationed in the Central African Republic.
