Job Overview:
The Chief of Section, Political Affairs, will play a pivotal role in formulating and implementing strategies related to the mandate of the OSRSG-CAAC. This position requires a deep understanding of political dynamics affecting children in armed conflict and the ability to develop comprehensive policy directives that address immediate and long-term challenges. The incumbent will be responsible for planning and coordinating operational activities, ensuring that an integrated approach is adopted that includes rights-based dimensions, conflict prevention, and gender perspectives. The role involves significant engagement with interdepartmental and interagency stakeholders, preparing briefing materials for high-level representatives, and managing a team to achieve the office's objectives. The Chief of Section will also oversee budgetary and administrative matters, ensuring that the office's work aligns with the broader goals of the United Nations.

Duties and Responsibilities:
  • Formulate political affairs strategies on issues related to the mandate of the OSRSG-CAAC, proposing policy directives and action plans.
  • Plan and implement operational activities in collaboration with the Analysis and Outreach team, ensuring a rights-based and gender-sensitive approach.
  • Coordinate interdepartmental and interagency activities on political issues related to children and armed conflict.
  • Prepare briefing notes and talking points for the Special Representative of the Secretary-General.
  • Lead and manage a work team, allocating assignments, coaching, mentoring, and evaluating staff performance.
  • Represent the office at various forums, including round tables and conferences.
  • Develop and oversee the office's program of work, budget, and medium-term plans.
  • Manage communications strategies and maintain relations with senior government officials on CAAC issues.
  • Perform other related duties as required, ensuring the office meets its objectives effectively.

Required Qualifications:
Candidates must possess a strong background in political science, international relations, or related fields, with a demonstrated ability to develop and implement effective strategies in complex environments. The role requires excellent leadership skills, the ability to manage diverse teams, and a commitment to gender equality and inclusion. Candidates should also have a thorough understanding of the UN's operational frameworks and the ability to navigate intergovernmental processes effectively. Educational Background:
An advanced university degree (Master’s degree or equivalent) in political science, international relations, international economics, law, public administration, or a related field is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Additional qualifications in data analytics or related fields are advantageous.

Experience:
A minimum of ten years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, or conflict resolution is required. Candidates must have at least three years of experience providing substantive support to the General Assembly and Security Council, as well as five years of experience with budgetary policies and intergovernmental legislative operations. Experience in project management and change management is also necessary, along with a proven track record in coordinating regional operations related to peace and security.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the UN Secretariat. Knowledge of French is also required, and proficiency in another UN language is considered desirable, enhancing the candidate's ability to engage with diverse stakeholders.
