Job Overview:
The Head of Digital Workplace Services is a pivotal role within the Digital Infrastructure and Operations Division (DKI/DIO) of the OECD. This position involves leading a team responsible for delivering high-quality digital workplace services, including IT Service Desk operations, device engineering, local equipment management, and advanced support services. The role requires close collaboration with business partners to ensure that digital solutions align with corporate needs and enhance the OECD's global mission. The successful candidate will be tasked with establishing and maintaining service delivery procedures, ensuring compliance with industry standards, and managing relationships with third-party suppliers to maximize service value. Additionally, the Head of Digital Workplace Services will oversee IT support for key corporate events and contribute to the continuous improvement of the division's practices.

Duties and Responsibilities:
The duties and responsibilities of the Head of Digital Workplace Services include:
  • Managing contract agreements for outsourced end-user support services, ensuring compliance with service level agreements and operational governance.
  • Delivering cost-effective digital workplace services, ensuring adherence to ITIL best practices and industry standards.
  • Establishing and maintaining service delivery procedures, conducting periodic reviews for effectiveness and value.
  • Overseeing the management of PC, mobile, and printing equipment, including inventory management and corporate equipment replacement plans.
  • Coordinating IT support for significant corporate events and high-level meetings.
  • Collaborating with other teams to ensure an integrated vision of EXD products and services, ensuring compliance with service management standards.
  • Managing relationships with third-party suppliers to ensure service quality and value.
  • Providing regular management reports and key performance indicators.
  • Leading and managing a team of approximately 10 staff and external service providers. 1
  • Assisting in the management of the DKI/DIO Division and contributing to the Programme of Work and Budget preparation.

Required Qualifications:
The ideal candidate should possess an advanced university degree in information technology, business administration, or a related field, or equivalent practical experience. They should have a thorough understanding of IT project management methodologies and industry frameworks, supported by relevant certifications or practical experience. The candidate must demonstrate at least eight years of experience in managing large, complex IT service delivery projects, including implementation, production, support activities, and budget management. Proven expertise in procuring and managing external services, along with strong business acumen, is essential. Extensive experience in delivering effective digital workplace services and managing corporate-wide IT support is required, as well as experience in guiding and developing diverse staff in a matrixed organizational structure. The candidate should also have substantial experience advising on digital strategy and IT trends, with a broad knowledge of current and emerging technologies and industry best practices.

Educational Background:
Candidates must have an advanced university degree in information technology, business administration, or a related field. Equivalent practical experience may also be considered. A thorough knowledge of IT project management methodologies and industry frameworks is essential, ideally supported by relevant certifications.

Experience:
The position requires a minimum of eight years of experience in managing large and complex IT service delivery projects, including their implementation and support activities. Candidates should have experience in procuring and managing selected services, demonstrating strong business acumen and industry expertise. Extensive experience in managing digital workplace services and corporate-wide IT support is also necessary, along with experience in an international and cross-cultural setting being preferable.

Languages:
Fluency in one of the two OECD official languages, English and French, is mandatory, with knowledge of the other language and a commitment to reach a good working level. Knowledge of additional languages would be considered an asset.

Additional Notes:
The position offers an open-ended contract with a monthly salary starting at 10,511.13 EUR, plus allowances based on eligibility, and is exempt from French income tax. The selection process includes a short video interview assessment, with panel interviews planned for April/May 202
