Job Overview:
The National Operations Analyst plays a crucial role in supporting the International Operations Manager (IOM) by leading a team responsible for various operational aspects including finance, administration, procurement, information technology, and human resources. This position is vital for ensuring that UNFPA's programs are implemented effectively and efficiently. The incumbent will be responsible for overseeing the operational support necessary for program implementation, ensuring compliance with UNFPA policies and procedures, and enhancing operational efficiency. The role requires active participation in inter-agency coordination to address common system and service issues, ensuring that UNFPA's needs are met in collaboration with other UN agencies and partners. The Operations Analyst will also be responsible for managing financial resources, drafting budgets, and ensuring timely financial reporting, thereby contributing to the overall success of UNFPA's mission.

Duties and Responsibilities:
The incumbent will ensure the smooth operation of the office and provide high-quality service delivery by the operations team. Key responsibilities include managing financial resources through effective planning and tracking, ensuring compliance with UNFPA financial rules, and proposing improvements to internal controls. The Operations Analyst will supervise finance staff, oversee year-end closure activities, and ensure timely payment of invoices. They will monitor requisitions and advise staff on necessary actions to maintain a clean CO dashboard. The role also involves ensuring that HR entitlements are implemented correctly, supervising recruitment processes, and managing contracts for individual consultants. The incumbent will maintain oversight of procurement processes, manage UNFPA assets and facilities, and support emergency preparedness and response initiatives. Additionally, the Operations Analyst will backstop the IOM during their absence and provide advisory support to enhance program implementation efficiency.

Required Qualifications:
Candidates must possess a Master's degree in business administration, public administration, finance, human resources, information technology, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience will be accepted in lieu of an advanced degree. The position requires five years of progressively responsible professional experience in administration, finance, or office management within a multilateral or civil society organization. Experience in managing teams in complex organizational settings is essential, along with solid knowledge in procurement, financial and human resources management, and information technology. Strong analytical and leadership skills, as well as proficiency in current office software applications, are also required.

Educational Background:
A Master's degree in a relevant field such as business administration, public administration, finance, human resources, or information technology is required. Candidates with a first-level university degree and additional qualifying experience may also be considered. This educational background is essential for understanding the complexities of operations management within the context of UNFPA's mission and objectives.

Experience:
The position requires a minimum of five years of progressively responsible professional experience in administration, finance, or office management, preferably within a multilateral or civil society organization. Candidates should have experience managing teams and possess a solid understanding of procurement, financial management, and human resources. Experience in a humanitarian context is highly desirable, as is a strong ability to analyze and lead effectively in a complex organizational environment.

Languages:
Proficiency in both English and Arabic is required for this position. This bilingual capability is essential for effective communication within the organization and with external partners, ensuring that operations are conducted smoothly and that UNFPA's objectives are met.
