Job Overview:
The Crime Prevention and Criminal Justice Officer will play a crucial role in advancing and implementing the United Nations Convention against Cybercrime. The incumbent will serve as the focal point for matters related to the Convention, engaging with various stakeholders including permanent missions of the United Nations, civil society, and the private sector. The position requires a proactive approach to outreach efforts, ensuring that all relevant parties are informed about the work of UNODC in supporting the ratification and implementation of the Convention. The officer will also contribute to the planning and organization of meetings related to the Convention, support the signature and ratification processes, and provide substantive expertise in criminal law matters related to cyber governance and digital policy. This role demands a comprehensive understanding of international crime prevention and the ability to coordinate with multiple intergovernmental processes addressing information and communications technologies.

Duties and Responsibilities:
The incumbent will be responsible for a wide range of duties including acting as the focal point for the United Nations Convention against Cybercrime, coordinating outreach efforts, planning and organizing meetings of the Ad Hoc Committee, supporting the ratification process, and contributing to the development of tools and materials for promoting the Convention. Additional responsibilities include engaging with multi-stakeholders, managing contributions for technical assistance, organizing pre-ratification workshops, preparing documents for intergovernmental meetings, providing backstopping and advice on technical issues, and supervising programme staff and consultants. The officer will also collect and analyze data to identify trends and provide insights for decision-making, ensuring effective communication and collaboration with various stakeholders.

Required Qualifications:
Candidates must possess a strong understanding of counter-cybercrime issues, including law enforcement and prosecution matters. Knowledge of international crime prevention policies and practices, as well as programme/project administration, is essential. The role requires excellent research and analytical skills, particularly in data analysis, and the ability to convey complex information effectively. Candidates should demonstrate professionalism, client orientation, planning and organizing skills, and the ability to manage performance effectively. A commitment to gender perspectives and equal participation in all areas of work is also required.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in law, international law, criminology, international relations, or a related field is required. Alternatively, a first-level university degree in similar fields combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of seven years of progressively responsible professional experience in crime prevention and criminal justice matters at the national or international level is required. Candidates should have experience in servicing intergovernmental bodies on crime prevention issues, conducting outreach related to international treaties, and reviewing legislation and policies concerning cybercrime. Experience in developing partnerships with multi-stakeholders, including the private sector, and familiarity with the United Nations system or similar international organizations is desirable. Experience in data analytics or related areas is also an advantage.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of another United Nations official language, such as French, is considered an advantage and may enhance a candidate's profile.

This position is classified as a geographical post, and filling it is subject to funding availability. The initial appointment will be for a period of one year, with the possibility of extension based on the availability of funds and the extension of the mandate.
