  • The mission's primary objective is to protect civilians amidst the ongoing security, humanitarian, political, and human rights crises in the Central African Republic. MINUSCA has replaced the United Nations Integrated Peacebuilding Office in the Central African Republic (BINUCA) and currently comprises approximately 11,650 military personnel and 2,080 police officers. The mission aims to create conducive political, security, and institutional conditions to sustainably reduce the presence of armed groups and the threats they pose. The organization is committed to supporting the electoral process, facilitating humanitarian aid, promoting and protecting human rights, and supporting justice and the rule of law.

Job Overview:
The position of Conseiller(e) électoral(e) involves providing support to the National Election Authority (ANE) in preparing and organizing transparent, credible, and inclusive municipal and regional elections. The role emphasizes the importance of massive participation from women, youth, minorities, and vulnerable populations, including displaced persons. The advisor will also assist in implementing the Political Agreement for Peace and Reconciliation in the Central African Republic (APPR-RCA), which was negotiated in Khartoum and signed on February 6, 201
  • The mission's responsibilities include facilitating humanitarian assistance, promoting and protecting human rights, and supporting disarmament, demobilization, reintegration, and repatriation processes. The advisor will work closely with regional electoral offices and other stakeholders to ensure effective electoral operations and capacity building.

Duties and Responsibilities:
The duties and responsibilities of the Conseiller(e) électoral(e) include facilitating and supporting the regional electoral offices (BER) and the members of the National Election Authority (ANE) before, during, and after electoral operations. The advisor will participate in capacity building for the staff of BER and the electoral delegations, assist the Field Operations Coordination Unit (UCOT) in conducting electoral operations, and develop monitoring tools for electoral operations. Proficiency in advanced Microsoft applications (Excel, Access, SQL, PowerPoint, Word, Microsoft Project) is required, along with programming skills in languages such as Python and SPADN. The advisor will also need to master new communication and information technologies (NTIC), including digital communication tools and artificial intelligence (AI) applied to electoral processes. Additionally, the advisor will support the management of regional electoral offices and establish an effective information and communication system, encourage and mobilize colleagues and local community members to actively participate in voluntary activities, and perform any other tasks as assigned by the supervisor.
