Job Overview:
The consultant will conduct an assessment of existing practices in marriage and divorce registration and vital statistics in selected countries within the Arab region. This role is part of a collaborative initiative among UNFPA's three regional offices in Africa to develop comprehensive guidelines for marriage and divorce registration and vital statistics production. The consultant will work closely with other regional consultants and the lead consultant based at UNFPA ESARO, ensuring that the guidelines are adapted to the specific contexts of the countries involved. The assessment will involve a thorough mapping of current practices, stakeholder consultations, and the production of an inventory of knowledge products relevant to the assignment. The consultant will also contribute to the design of a framework for the guidelines, which will cover best practices, roles and responsibilities, technology use, data management standards, and ethical considerations.

Duties and Responsibilities:
  • Collaborate with regional consultants and the lead consultant to develop assessment tools.
  • Conduct a literature review and mapping of existing knowledge products related to marriage and divorce registration.
  • Assess current registration processes in selected countries and document good practices through stakeholder consultations.
  • Produce an inventory of knowledge products for integration into the UNFPA knowledge management platform.
  • Design a framework for the development of guidelines on marriage and divorce registration, covering best practices, standards, roles, technology use, data management, and ethical considerations.
  • Validate and finalize the draft framework by incorporating feedback from key stakeholders before approval.

Required Qualifications:
  • Advanced degrees in demography, statistics, law, public health, public policy, social sciences, or related fields.
  • At least 7 years of relevant experience, including 3 years in civil registration, legal reform, or CRVS systems development.
  • Proven expertise in drafting policy guidelines or legal frameworks.
  • Knowledge of international CRVS standards and best practices.
  • Strong communication, stakeholder engagement, and analytical skills.
  • Experience working in the African context is highly desirable.

Educational Background:
Candidates must possess advanced degrees in relevant fields such as demography, statistics, law, public health, public policy, or social sciences. This educational background is essential for understanding the complexities of civil registration and vital statistics systems.

Experience:
The position requires a minimum of 7 years of professional experience, with at least 3 years specifically focused on civil registration, legal reform, or the development of CRVS systems. This level of experience is crucial for effectively conducting assessments and developing guidelines that meet international standards.

Languages:
Fluency in both written and oral Arabic and English is mandatory for this position. Proficiency in additional languages relevant to the region may be considered an asset, enhancing communication with diverse stakeholders.

  • Payment will be made upon successful completion of deliverables, with specific percentages allocated to different milestones. The consultant will work from home but may be required to travel to Algeria and Jordan as determined by UNFPA.
