Job Overview: The Programme Management Officer will play a crucial role in enhancing the impact-oriented program and project planning, monitoring, and reporting within the Secretariat. This position involves working closely with the Controller’s advisor to align funding sources, including assessed and voluntary contributions, with relevant policies and regulations. The officer will be responsible for driving change management initiatives, institutionalizing results-based management, and ensuring that resources are effectively linked to results. The role requires a proactive approach to monitoring and analyzing program/project development and implementation, identifying issues, and proposing corrective actions to foster a coherent approach across the Secretariat. Additionally, the officer will engage in capacity-building activities, facilitating workshops, and assisting clients in utilizing Umoja’s project and program management systems effectively. The position demands strong analytical skills to research, analyze, and present information from diverse sources, contributing to policy development and evaluations. The officer will also prepare various written outputs, provide substantive support for meetings and conferences, and coordinate budget-related activities, ensuring comprehensive reporting and insights through data visualization methods.
Duties and Responsibilities: The Programme Management Officer will be responsible for a wide range of duties, including:
Participating in the development, implementation, and evaluation of organizational initiatives aimed at enhancing program and project planning, monitoring, and reporting.
Driving change management initiatives to institutionalize results-based management across the organization.
Monitoring and analyzing program/project development and implementation, identifying problems, and proposing corrective actions.
Conducting capacity-building activities, including planning and facilitating workshops and developing action plans for clients.
Researching, analyzing, and presenting information from diverse sources to support policy development.
Preparing various written outputs, including background papers, analyses, and reports.
Providing support for consultative meetings, including proposing agenda topics and preparing documents.
Conducting outreach activities, including training workshops and presentations.
Participating in field missions and capacity-building initiatives, providing guidance to external consultants and drafting mission summaries. 1
Coordinating budget and funding activities, preparing related documents and reports. 1
Collecting and analyzing data to identify trends and provide insights for decision-making and reporting. 1
Performing other duties as required.
Required Qualifications: Candidates must possess a strong understanding of program and project management theories and concepts, particularly in relation to the use of Umoja’s Strategic Planning, Budgeting, and Performance Management systems. The ability to identify and analyze issues, conduct independent research, and manage conflicting priorities is essential. Candidates should demonstrate professionalism, efficiency, and a commitment to gender perspectives in their work. Strong teamwork skills are required, with the ability to collaborate effectively with colleagues and stakeholders. Planning and organizing skills are also crucial, with an emphasis on developing clear goals and managing time efficiently.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business administration, public administration, management, economics, or a related field is required. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.
Experience: Candidates must have a minimum of five years of progressively responsible experience in project or program management. Experience with ERP systems, particularly Umoja, is required for managing projects or programs. Additionally, candidates should have experience in planning, designing, and implementing business process improvement projects. At least two years of experience in data analytics or a related area is desirable, along with experience working with Implementing Partners.
Languages: Fluency in English, both oral and written, is required. Knowledge of French is desirable, and proficiency in another official United Nations language is considered an advantage.
