Job Overview:
The Administrative Manager will oversee the financial, administrative, and human resources management for the Tawila and El Fasher/ZamZam bases in North Darfur. This role involves managing financial, budgetary, and accounting processes, as well as implementing national HR policies for local staff. The Administrative Manager will work closely with the Field Coordinator to ensure that the HR configuration and financial management align with the operational efficiency and impact goals of SI across the two bases. Given the volatile context of North Darfur, the Administrative Manager will face challenges such as complex relationships with authorities, security" style="border-bottom: 1px dotted #007bff !important;">security issues, and logistical constraints. The position is critical in ensuring that SI can continue its emergency response and support for displaced populations in the region.

Duties and Responsibilities:
The Administrative Manager will be responsible for a variety of tasks, including but not limited to:
  • Financial Management: Overseeing the financial operations of the bases, including budget preparation, financial reporting, and accounting practices.
  • Human Resources Management: Implementing HR policies, managing recruitment processes, and ensuring compliance with local labor laws.
  • Administrative Oversight: Managing legal and administrative follow-ups, ensuring that all operations comply with SI's standards and local regulations.
  • Coordination: Collaborating with the Field Coordinator to align financial and HR strategies with operational needs.
  • Reporting: Preparing regular reports on financial and HR activities for senior management.
  • Security Management: Adapting administrative practices to the security context of the region, ensuring the safety of staff and operations.
  • Team Leadership: Leading and mentoring the administrative team to enhance their skills and performance.

Required Qualifications:
Candidates must possess a Bachelor’s or Master’s degree in a relevant field such as business or international relations. Additionally, candidates should have a strong background in financial and HR management, particularly in challenging environments. Proficiency in using financial management tools and software is essential. Strong communication skills are also required to effectively interact with various stakeholders, including local authorities and team members.

Educational Background:
A Bachelor’s or Master’s degree in business administration, international relations, or a related field is required for this position. This educational background will provide the necessary knowledge and skills to manage the complex financial and administrative tasks associated with the role.

Experience:
Candidates should have a minimum of 3-4 years of experience in the humanitarian sector, with at least 3-4 years in a similar administrative management position. Experience working in remote or hard-to-reach areas is highly desirable, as it will equip candidates with the skills needed to navigate the challenges of the North Darfur context.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization. Proficiency in Arabic is considered a strong asset, as it will facilitate communication with local staff and communities.

  • The role is based in El Fasher, North Darfur, which is classified as a level 5 security area due to ongoing conflict. The salary for this position starts at EUR 2310 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly per diem of USD 750 is provided, along with accommodation and travel expenses covered by SI. Expatriates will also receive an insurance package that covers healthcare expenses, including medical and surgical costs, dental care, and repatriation. Living conditions in Tawila are described as good, with individual bedrooms, shared bathrooms, and access to internet and electricity. The organization implements a system of alternating work and time off, providing breaks every three months.
