Job Overview:
The Accounts Analyst position is situated within the Statutory Reporting Unit (SRU) of the Finance Branch, which is part of the Division for Management Services at UNFPA. The role involves supporting the continuous strengthening of UNFPA's compliance with International Public Sector Accounting Standards (IPSAS) and assisting in the transition to new IPSAS standards. The Accounts Analyst will be responsible for researching IPSAS impacts, developing gap analyses, identifying necessary system modifications, and preparing UNFPA's financial statements and other statutory and management reports. This position requires a proactive approach to ensure that financial processes align with IPSAS requirements, thereby enhancing the organization's financial reporting and compliance capabilities. The incumbent will work closely with various stakeholders, including auditors and other UN agencies, to facilitate a smooth transition to new accounting standards and ensure ongoing compliance with IPSAS.

Duties and Responsibilities:
The Accounts Analyst will have a comprehensive set of duties and responsibilities, including: researching new IPSAS standards and exposure drafts to analyze their potential impacts on UNFPA's accounting policies and systems; drafting analysis" style="border-bottom: 1px dotted #007bff !important;">technical analysis papers to communicate these impacts; engaging with colleagues in sister UN agencies to develop common approaches to IPSAS adoption; supporting the development of a transition plan for new IPSAS standards; updating accounting policies and procedures to ensure compliance; performing research and analysis for IPSAS-compliant financial disclosures; collaborating with the Revenue and Donor Reporting team to prepare financial analyses and reconciliations; supporting the review of system configurations for IPSAS compliance; completing periodic account reconciliations and overseeing transactions; participating in the preparation of UNFPA's financial statements and liaising with auditors; implementing quality assurance activities over financial statements; supporting the preparation of statutory and external reports; participating in the design and implementation of new systems and tools; and providing training and guidance to users on financial management matters related to IPSAS and accounts closure.

Required Qualifications:
Candidates must possess an advanced university degree in accounting, financial reporting, or a related field. A professional accounting qualification from an internationally recognized accounting body, such as Chartered Accountant or Certified Public Accountant, is a distinct advantage. Additionally, candidates should have a minimum of 2 years of experience in accounting or financial reporting, with demonstrated experience in preparing financial statements, conducting financial data analysis, and performing account reconciliations. A sound understanding of IPSAS or IFRS is essential, along with experience in financial modules of ERP systems, preferably Oracle-based products. Strong analytical and problem-solving skills are required, as well as the ability to translate business requirements into logical systems specifications. Candidates should also possess strong presentation and writing skills, with experience in drafting accounting policies being a significant advantage.

Educational Background:
The educational background required for this position includes an advanced university degree in accounting, financial reporting, or a related field. A professional accounting qualification from an internationally recognized accounting body is highly desirable and will enhance a candidate's profile.

Experience:
The position requires a minimum of 2 years of relevant experience in accounting or financial reporting. Candidates should have a proven track record in preparing financial statements, conducting financial data analysis, and performing account reconciliations. Familiarity with IPSAS or IFRS standards is crucial, as is experience with ERP systems, particularly those that are Oracle-based. Strong analytical skills and the ability to solve problems effectively are essential for success in this role.

Languages:
Fluency in English is mandatory for this position. Knowledge of other official UN languages, particularly French, is considered desirable and may enhance a candidate's qualifications.
