Job Overview:
The Food Security and Livelihoods (FSL) Officer will play a crucial role in providing technical support for the implementation of Food Security and Livelihoods activities primarily in the Singida Office and other operational areas as needed. This position involves designing, planning, implementing, monitoring, and reporting on FSL Program activities across Action Against Hunger's operational areas. The FSL Officer will collaborate closely with District Councils, the Department of Agriculture, Community Development, and other stakeholders to enhance access to nutritious food in target communities. This will include conducting group training on Good Agricultural Practices (GAP), Climate Smart Agriculture (CSA), livestock management, and financial skills, as well as emergency interventions when necessary. The role also requires ensuring synergies with other sectoral interventions such as Nutrition and WASH, and maintaining proper coordination and information sharing with partners. The incumbent will represent Action Against Hunger in all FSL coordination forums at the regional and district levels, supporting the implementation of FSL project activities aimed at addressing malnutrition among vulnerable populations, including women of reproductive age, adolescents, and children.

Duties and Responsibilities:
The FSL Officer's duties include:
  • Project Planning, Design, and Implementation (30%): Participate in the design and implementation of FSL projects, oversee beneficiary selection, train farmers on agri-enterprise establishment, and ensure community participation in decision-making processes.
  • Project Monitoring and Evaluation (20%): Conduct regular monitoring and evaluation of FSL projects, support needs assessments, and ensure data management.
  • Reporting, Documentation, and Communication (20%): Compile and share reports, document success stories, and maintain qualitative and quantitative records of activities.
  • Information Exchange and Cooperation (10%): Collaborate with other Action Against Hunger departments and external stakeholders to ensure integrated project implementation.
  • Finance and Logistics (15%): Prepare cash forecasts, monitor budget spending, and ensure adherence to budget limits.
  • Visibility and Branding (5%): Ensure projects are well branded according to Action Against Hunger and donor guidelines.

Required Qualifications:
The position requires a Bachelor's degree in Agriculture General, Agronomy, Crop Production & Management, Crop Science, Agriculture Engineering, or Agriculture Education and Extension. Candidates should have at least 3 years of experience in a similar role, preferably with national government or INGO sectors. Knowledge of donor requirements such as GAC, USAID, and EU is advantageous. Candidates must possess strong computer skills, particularly in Microsoft Excel and Word, and demonstrate the ability to engage constructively with local authorities and partners. Excellent organization, coordination, and report writing skills are essential, along with the ability to work independently and effectively under minimal supervision.

Educational Background:
Candidates must hold a Bachelor's degree in a relevant field such as Agriculture General, Agronomy, Crop Production & Management, Crop Science, Agriculture Engineering, or Agriculture Education and Extension. This educational background is crucial for understanding the technical aspects of food security and livelihoods interventions.

Experience:
The ideal candidate should have a minimum of 3 years of relevant experience in a similar position, with a preference for those who have worked with local government structures or in the INGO sector. Experience in project management and implementation, particularly in food security and livelihoods, is highly desirable.

Languages:
Proficiency in both spoken and written English and Kiswahili is mandatory for this position. Additional language skills may be considered an asset but are not required.

Additional Notes:
This position is full-time and may require working longer hours and weekends due to the nature of the programs. The role involves regular travel to remote areas, which may present challenging living conditions and security risks.
