Job Overview: The National Consultant for Platform Development and Implementation at UNFPA Thailand will play a crucial role in supporting the scale-up of the 'SoSafe' digital platform, which aims to provide essential services and information to vulnerable groups across Thailand. The consultant will work closely with various ministries and stakeholders to ensure an integrated approach to addressing social issues such as homelessness, drug addiction, and gender-based violence. The consultant's responsibilities will include facilitating consultative meetings, collaborating with the TraffyFondue development team, and ensuring that the platform aligns with UNFPA's transformative results and national priorities. The consultant will also be responsible for resource mobilization, identifying potential partners, and securing commitments to sustain and grow the platform in new areas. This position requires a strategic mindset, strong analytical skills, and the ability to engage effectively with diverse stakeholders.
Duties and Responsibilities:
Continued Platform Development and Implementation: Contribute strategic insights to integrate SoSafe with other relevant platforms, collaborate with various stakeholders, and facilitate launch events and training workshops. Provide ongoing monitoring and evaluation support focusing on gender-based violence response and service availability for women and girls.
Partnership and Resource Mobilization: Engage potential partners for financial or in-kind contributions to the SoSafe project and secure commitments from new partners for platform expansion.
Analysis and Reporting: Produce comprehensive analytical reports after each implementation phase, including key findings and recommendations. Collaborate with the mobile app development team to integrate user feedback into the platform.
Stakeholder Engagement and Collaboration: Lead meetings to gather input from stakeholders and communities, support the development of the final report, and co-present findings to key stakeholders and the mobile app development team.
Required Qualifications: Candidates must possess a Master's degree in business, economics, public finance, social sciences, demography, international development, or related fields. They should have at least five years of relevant experience in social, economic, or public policy research, as well as experience in coordinating multiple stakeholders. Experience in promoting or developing innovative digital tools to address social issues is advantageous. Candidates should demonstrate excellent analytical, writing, and communication skills, with a proven ability to maintain effective working relationships with partners and stakeholders. Experience working with multilateral organizations and the UN system is preferred, along with a strong understanding of UNFPA's life-cycle approach and experience in advising on the design and implementation of digital platforms.
Educational Background: A Master's degree in relevant fields such as business, economics, public finance, social sciences, demography, or international development is required for this position. This educational background will provide the necessary knowledge and skills to effectively contribute to the development and implementation of the SoSafe platform.
Experience: The position requires a minimum of five years of relevant working experience in social, economic, or public policy research. Candidates should have experience in coordinating complex stakeholder engagements and promoting or developing innovative digital tools to address social problems. Familiarity with UNFPA's mandate and experience working with national and sub-national governments in Thailand are essential. Proven experience in providing comprehensive analytical reports and working with multilateral organizations is preferred.
Languages: Fluency in both English and Thai is mandatory for this position. Strong written and spoken communication skills in these languages are essential for effective collaboration and reporting.
Additional Notes: The consultancy is expected to last from March 1, 2025, to December 31, 2025, for a total of 100 working days. Key deliverables include an outline work plan by March 31, a mid-term progress report by July 31, and a final report by December 1
The consultant will be required to travel to various provinces in Thailand for stakeholder engagement, with an expected 10 trips to areas such as Chiang Rai, Phayao, Lamphun, Phuket, Yala, Pattani, Khon Kaen, Udon Thani, and Singburi.
