Job Overview: The consultant will support the Directorate of Economics and Statistics in Rajasthan, India, in assessing and improving the Civil Registration and Vital Statistics (CRVS) system. This role involves analyzing inequalities in CRVS, redesigning birth and death registration processes, and ensuring that marginalized populations are included in the registration system. The consultant will utilize various data sources, including administrative data and household surveys, to assess the completeness of registrations and identify gaps. The work aims to enhance the efficiency and inclusiveness of the CRVS system, ultimately contributing to better service delivery and evidence-based decision-making. The consultant will also facilitate workshops and training sessions to build capacity among stakeholders and ensure ongoing engagement throughout the project.
Duties and Responsibilities: The consultant will be responsible for conducting a comprehensive desk review of existing legislation and practices related to CRVS, establishing a state-level CRVS Core Team, and facilitating an inception workshop to confirm project scope and methodology. They will identify and map data sources for assessing CRVS inequalities, conduct quantitative analyses of registration completeness, and investigate behavioral drivers impacting civil registration. The consultant will document current CRVS processes, identify bottlenecks, and support the redesign of these processes to improve efficiency. Additionally, they will contribute to the preparation of reports, organize validation workshops, and develop a roadmap for strengthening the CRVS system in Rajasthan.
Required Qualifications: Candidates must possess a Bachelor’s degree in Demography, Statistics, Social Sciences, or related fields. An advanced degree in these areas is preferred. A minimum of three years of experience in providing technical assistance to strengthen national data systems, particularly CRVS systems, is required. Candidates should have at least two years of experience in official statistics, with a focus on demographic analysis. Familiarity with the Asia-Pacific region's statistical landscape and experience working with national statistical offices are desirable. Strong drafting, coordination, planning, and communication skills are essential for this role.
Educational Background: A Bachelor’s degree in Demography, Statistics, Social Sciences, or related fields is required for this position. An advanced degree in Demography or Statistics is considered an advantage, as it demonstrates a higher level of expertise and understanding of the complexities involved in CRVS systems and data analysis.
