Job Posting Organization:
Relief International (RI) is a prominent non-profit organization established to alleviate poverty, ensure well-being, and promote dignity across 16 countries worldwide. The organization specializes in fragile settings, responding to natural disasters, humanitarian crises, and chronic poverty. RI employs a dual approach that combines humanitarian and development strategies to deliver immediate services while laying the groundwork for long-term impact and resilience. The organization focuses on critical areas such as health/nutrition, education, economic opportunity, and water, sanitation, and hygiene (WASH) programming, while also integrating protection, environmental concerns, climate change, and conflict mitigation in collaboration with the communities it serves. RI empowers communities to identify, design, and implement solutions that are most effective for their unique circumstances. The organization operates under the RI Alliance, which includes three corporate members: RI-US, RI-UK, and MRCA/RI-France, functioning as a unified management structure. RI has a workforce of approximately 5,000 staff and auxiliary workers, with 97% being local nationals and around 90 international staff. The organization's budget for programs in 2023 is approximately $125 million, funded by a diverse range of institutional donors, including the US, UK, Europe, and the UN, to deliver life-saving and resilience-building programming in partnership with local and international stakeholders. RI is committed to supporting solutions that enhance and improve existing in-country systems, and where such systems are lacking or underperforming, RI's crisis response aims to establish a foundation for sustainable change.

Job Overview:
The Team Leader (TL) position is crucial for supporting Relief International's assessment, program development, and establishment of operations focused on addressing humanitarian needs among Chadian host communities and Sudanese refugees in the eastern region of Chad. The TL will be based in N’Djamena, Chad, and will travel to the eastern region to conduct assessments, establish an RI presence, and position the organization for response and early recovery interventions. The primary objectives of the TL's role include positioning RI as a ready and available entity for response and early recovery interventions with donors and peers, identifying partnership opportunities for RI's engagement in Eastern Chad, and engaging with local authorities regarding access, response planning, and operational landscape exploration. The TL will also be responsible for conducting risk assessments of operational areas, identifying significant gaps in the overall response to the crisis, and determining if RI can establish a response program focused on primary health care, nutrition, mental health and psychosocial-support" style="border-bottom: 1px dotted #007bff !important;">psychosocial support (MHPSS), integrated WASH, and other identified needs. The TL will gather firsthand knowledge of the humanitarian and development context, needs, response plans, and funding opportunities, and will lead program design for concept notes and proposals to secure funding.

Duties and Responsibilities:
The Team Leader will have overall responsibility for program development, including conducting assessments, positioning the organization, local hiring, and achieving team objectives. Key responsibilities include providing overall leadership as RI's representative in Chad, managing assessments, leading strategic analysis of the humanitarian context and opportunities for RI, maintaining oversight of the program development process, representing RI in meetings with humanitarian actors, and coordinating with security" style="border-bottom: 1px dotted #007bff !important;">security teams to monitor the evolving situation. The TL will prepare recommendations for RI leadership regarding engagement in Chad, oversee the operational functioning of the in-country team, and fulfill other duties as required. The TL is also expected to uphold and promote RI's commitment to safeguarding and ensuring the safety of vulnerable communities, contributing to the implementation of safeguarding policies, and advocating for the inclusion of safeguarding activities within programs.
