Job Overview:
The Technical Health Manager position is focused on the Damal Caafimaad project, which aims to deliver essential health services in the Bay Region of Somalia. The role involves overseeing the technical management of the project, ensuring compliance with donor requirements, Ministry of Health (MOH) guidelines, and Action Against Hunger regulations. The Technical Manager will be responsible for the quality of service delivery, managing sub-contractors, and ensuring that health services are provided effectively and efficiently. This position requires collaboration with various internal teams and external government counterparts to ensure the successful implementation of health programs and to address any challenges that may arise during the project lifecycle.

Duties and Responsibilities:
The Technical Health Manager will engage in several key areas:
  • Engagement/Coordination: Establish regular communication with project partners and government entities, coordinate health service delivery activities, and troubleshoot challenges.
  • Delivery and Quality Assurance: Lead the technical work of the Damal Caafimaad project, monitor project activities, ensure quality assurance, and oversee the training of health professionals.
  • Reflective Practice and Learning: Collaborate with monitoring and evaluation staff to generate knowledge, track data/results, and submit quality technical deliverables and reports. The role also includes supervising project officers and managing the allocated project budget.

Required Qualifications:
Candidates must have a minimum of eight years of full-time experience managing health service delivery projects, preferably in fragile contexts. They should demonstrate experience in improving health service coverage and utilization, as well as familiarity with tools and systems that enhance health service delivery and quality. At least three years of experience working with governments and partners in fragile contexts is required. Previous health working experience in South West State, Somalia, is strongly preferred, along with training in project management, planning, monitoring and evaluation, and report writing.

Educational Background:
A relevant educational background in public health, health management, or a related field is essential for this position. Candidates should have formal training in health systems strengthening, project management, and monitoring and evaluation methodologies. Additional training in specific health areas such as reproductive health, immunization, tuberculosis, nutrition, integrated management of childhood illness, and health management information systems is beneficial.

Experience:
The position requires extensive experience in managing health service delivery projects, particularly in fragile or conflict-affected settings. Candidates should have a proven track record of improving health service delivery and quality, as well as experience in collaborating with governmental and non-governmental partners. Experience in health systems strengthening and familiarity with the local context in Somalia will be advantageous.

Languages:
Fluency in English is mandatory, and proficiency in Somali is highly desirable. Knowledge of additional languages may be considered an asset, particularly in enhancing communication with local stakeholders and communities.

Additional Notes:
This position is full-time and requires regular attendance at the office, with the possibility of working outside normal hours or on weekends as needed. The Technical Manager must be willing to travel for official matters, which may involve exposure to high-security risks and challenging environmental conditions.
