Action Against Hunger-USA, a branch of this network, manages operations in 9 countries and has a significant budget of over $75 million for its programs, employing approximately 2000 staff members across various country offices, with its headquarters in New York City and an operational center in Nairobi. The organization is committed to addressing hunger and malnutrition and is continuously expanding its reach and impact in the humanitarian sector.

Job Overview:
The Resilience Manager will play a crucial role in leading the implementation, monitoring, and reporting of resilience activities that align with Action Against Hunger's strategic goals and adhere to international standards. This position is based in Mogadishu, Somalia, and involves frequent travel to various locations including Hudur, Elbarde, Wajid, and Rabdhure. The core responsibilities of the Resilience Manager include setting up and implementing resilience programs, ensuring quality and accountability in project execution, managing and supervising a team, and contributing to strategic discussions regarding food security and livelihoods. The role requires a proactive approach to identifying humanitarian needs and developing programs that address these needs effectively, while also ensuring that the projects are in line with national policies and the standards set by the BRiCs consortium.

Duties and Responsibilities:
The Resilience Manager will be responsible for a variety of duties, including but not limited to: 1) Setting up, implementing, and reporting on resilience projects, ensuring adherence to the logical framework, budget, and logistical processes. 2) Contributing to quality assurance and impact measurement processes, including conducting evaluations and ensuring that baseline and endline assessments are completed for all projects. 3) Supervising and managing a team, including recruitment, leadership, and staff development. 4) Participating in coordination and representation efforts with partners, authorities, and other stakeholders in the sector. 5) Engaging in strategic discussions and contributing to the development of the FSL Department's strategy. 6) Identifying humanitarian needs and contributing to program development, including writing project proposals. 7) Capitalizing on program-related data and disseminating technical expertise acquired during the program.

Required Qualifications:
Candidates must possess a bachelor's degree in environmental sciences, climate change, agricultural sciences, natural resource management, or a related field. Additionally, a minimum of 5 years of professional experience in resilience programs is required. Candidates should have knowledge and experience in Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA), as well as experience working in fast-paced humanitarian programming in Somalia. Strong facilitation, analytical, planning, and report writing skills are essential, along with good interpersonal skills and the ability to work effectively within a team. Proficiency in standard computing packages such as Word, Excel, Outlook, and PowerPoint is also required.

Educational Background:
The educational background required for this position includes a bachelor's degree in relevant fields such as environmental sciences, climate change, agricultural sciences, or natural resource management. This educational foundation is critical for understanding the complexities of resilience programming and the associated challenges in humanitarian contexts.

Experience:
The position requires a minimum of 5 years of professional experience in resilience programs, with a strong emphasis on practical knowledge in Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA). Experience in fast-paced humanitarian programming, particularly in Somalia, is highly valued. Candidates should demonstrate a proven track record of managing projects effectively and leading teams in challenging environments.

Languages:
Fluency in both English and Somali is mandatory for this position, as effective communication with local communities and stakeholders is essential. Additional language skills may be considered an asset but are not required.

Additional Notes:
This position is full-time and requires regular attendance at the office, with the expectation of working at least five days a week. The Resilience Manager must be available to work outside of normal office hours and on weekends as necessary. Travel is a significant component of the role, with potential exposure to high-security risks and basic living conditions in the field.
