Its mission is to support the newly independent Republic of South Sudan in achieving sustainable peace and stability. The organization operates with a significant number of personnel, including 17,000 troops and 2,101 police officers, and is involved in various activities aimed at protecting civilians, facilitating humanitarian assistance, and supporting the peace process. Job Overview:
The Administrative Officer position is crucial for the effective functioning of the Field Administration Office (FAO) within UNMISS. The role involves coordinating administrative processes, providing guidance to staff, and overseeing logistical support in the Upper Nile State, particularly in the county operating bases (COB) of Bunj, Kodok, and Renk. The officer will assist in managing human resources, welfare programs, and environmental compliance, ensuring that the Field Office operates efficiently and adheres to UN policies and regulations. The position requires a proactive approach to problem-solving and effective communication with various stakeholders, including UN Volunteers and Field Office leadership.

Duties and Responsibilities:
  • Coordinate the activities of the FAO Front Office, providing guidance on administrative processes, human resources, finance, budget, transport, supply, and logistics procedures.
  • Support the FAO in overseeing administrative and logistical support within the Upper Nile State, particularly in the COBs.
  • Assist in managing team site facilities, scheduling maintenance activities, and overseeing repair works.
  • Administer first-line human resources management in accordance with UN and UNMISS directives.
  • Coordinate welfare programs to promote personnel well-being, including recreational activities and morale-boosting initiatives.
  • Ensure adherence to environmental policies, conduct assessments, and coordinate environmental committee activities.
  • Monitor and evaluate welfare contracted services, ensuring compliance with contractual agreements.
  • Prepare periodic reports and correspondence related to the administration of the Malakal field office and UNS team sites.
  • Act as a liaison between UN Volunteers, the UNV Support Office, and Field Office leadership. 1
  • Perform any other related responsibilities as directed by the FAO.

Required Qualifications:
Candidates must demonstrate strong accountability, adaptability, planning, and organizational skills. Professionalism and respect for diversity are essential, as is the ability to work effectively in teams. A commitment to continuous learning and improvement is also required. The role demands a proactive approach to problem-solving and the ability to communicate effectively with various stakeholders.

Educational Background:
A relevant educational background is required, typically including a degree in administration, management, or a related field. Additional certifications in human resources or project management may be advantageous.

Experience:
Candidates should possess a minimum of several years of experience in administrative roles, preferably within international organizations or in a humanitarian context. Experience in managing logistics, human resources, and welfare programs is highly desirable. Familiarity with UN policies and procedures will be considered an asset.

Languages:
Fluency in English is mandatory, as it is the working language of UNMISS. Knowledge of additional languages, particularly those spoken in South Sudan, would be considered a valuable asset.

The position is based in Juba, South Sudan, and is classified as a non-family duty station. Living conditions may be austere, with shared accommodation and basic facilities.
