Job Overview:
The Team Leader for Tax Inspectors Without Borders (TIWB) will be responsible for coordinating and developing the TIWB secretariat functions at the OECD. This role is situated within the Centre for Tax Policy and Administration, Global Relations and Development Division (CTPA/GRD) in Paris. The TIWB initiative, a collaboration between the OECD and the United Nations Development Programme (UNDP), aims to enhance tax administration capacity in developing countries by deploying experts to assist with international tax matters. The Team Leader will work closely with various stakeholders, including OECD and UNDP staff, tax administrations, international organizations, civil society, and the media, to ensure the effective implementation of TIWB programs and to promote the initiative globally.

Duties and Responsibilities:
The Team Leader will lead and coordinate the TIWB Secretariat team, providing strategic guidance to TIWB Project Managers and overseeing the organization of TIWB-related meetings. Responsibilities include supporting host tax administrations on technical taxation issues, assisting in the setup of TIWB programs, and providing technical support to UNDP for the selection and quality assurance of tax experts. The Team Leader will also develop partnerships with key stakeholders, implement financial and technical reporting, and create sustainable financing mechanisms for the program. Additionally, the role involves drafting reports, organizing consultations, developing manuals and tools for best practices in tax administration, and promoting TIWB initiatives through marketing strategies and outreach efforts.

Required Qualifications:
Candidates should possess an advanced university degree in public financial management, public administration, public policy, political science, or economics. A minimum of eight years of professional experience in public financial management, particularly in policy work and tax administration, is required. Experience working in developing countries and providing strategic advice on marketing strategies is essential. Proven skills in relationship management with diverse stakeholders are also necessary.

Educational Background:
An advanced university degree is required, preferably in a field related to public financial management, such as Public Administration, Public Policy, Political Science, or Economics. This educational background is crucial for understanding the complexities of tax administration and public policy development.

Experience:
The position requires at least eight years of professional experience in public financial management, with a strong emphasis on policy work and tax administration. Candidates should have extensive experience working with developing countries and a proven track record in providing strategic advice and managing relationships with various stakeholders.

Languages:
Fluency in one of the two OECD official languages (English and French) is mandatory, along with knowledge of the other language, with a commitment to achieving a good working level. Knowledge of additional languages such as Arabic, Spanish, Portuguese, Russian, and Ukrainian would be considered an asset, enhancing the candidate's ability to engage with a diverse range of stakeholders.

Additional Notes:
This position is a 24-month fixed-term appointment, with the possibility of renewal for up to 36 months. The monthly salary starts at 10,937 EUR, plus allowances based on eligibility, and is exempt from French income tax.
