Job Overview: The Programme Analyst will play a crucial role in providing technical and programmatic support for the UNFPA/UNICEF Joint Programme on Adolescent Girls. This position involves coordinating the development and scaling up of successful interventions by collaborating with various stakeholders, including government entities, implementing partners, and other UN agencies. The Programme Analyst will be responsible for ensuring that the interventions align with national priorities and UNFPA policies, while also monitoring and reporting on the results achieved during implementation. The role requires a strong focus on building partnerships and leveraging local resources to accelerate efforts towards achieving UNFPA's transformative results in Liberia, particularly in the context of adolescent sexual and reproductive health.
Duties and Responsibilities:
Provide technical support to Programme Development and Management: Collaborate with UNICEF, government counterparts, NGOs, and other partners to design and implement the Joint Programme and its interventions. Develop work plans for programme implementation in designated areas and facilitate coordination support to address operational needs.
Provide Technical and Capacity Building Support: Strengthen the capacity of Joint Programme Implementing Partners to comply with UNFPA policies and guidelines. Offer technical assistance to design, implement, monitor, and evaluate high-impact interventions.
Monitoring, Evaluation and Knowledge Management: Coordinate local actions for generating and disseminating evidence from research and evaluations. Conduct programme monitoring visits and propose remedial actions as needed.
Partnerships and Resource Leveraging: Represent UNFPA in technical working groups and identify opportunities for cross-sectoral collaboration. Maintain effective partnerships with government counterparts and stakeholders to ensure successful programme delivery.
Facilitate the building of local Civil Society networks to advocate for young women and girls' rights and accountability of duty bearers.
Required Qualifications:
Advanced (Master’s) University degree in Public Health, demography, gender studies, development studies, or other related social science disciplines.
Minimum of two years of progressively responsible professional experience in leading adolescent sexual and reproductive health and rights projects/programmes.
Experience in design, monitoring, and evaluation of development projects/programmes.
Knowledge of the UNFPA mandate is highly desirable, along with experience in addressing Sexual Reproductive Health & Rights, including Gender-Based Violence.
Educational Background: Candidates must possess an advanced (Master’s) University degree in relevant fields such as Public Health, demography, gender studies, development studies, or other related social science disciplines. This educational background is essential for understanding the complexities of adolescent sexual and reproductive health and rights, as well as the socio-cultural factors that influence these issues.
Experience: The position requires a minimum of two years of increasingly responsible professional experience in leading adolescent sexual and reproductive health and rights projects or programmes. Candidates should have a proven track record in designing, monitoring, and evaluating development projects, demonstrating their ability to manage and implement effective interventions in this field.
Languages: Fluency in English is required for this position, as it is the primary language of communication within UNFPA and with international partners. Additionally, a working knowledge of local languages is desirable, as it can enhance communication and engagement with local communities and stakeholders.
