The United Nations Mission in South Sudan (UNMISS) was established to support the peace process in South Sudan and to protect civilians. UNMISS aims to prevent a return to civil war, build durable peace, and support inclusive governance and free elections. The mission has a significant presence with a ceiling of 17,000 troops and over 2,000 police personnel, and it operates in a challenging environment to fulfill its objectives.

Job Overview:
The Assistant Asset Manager will play a crucial role in supporting the Engineering Section of UNMISS by assisting in the management of engineering assets and operations. This position involves working closely with the Chief of the Engineering Operations Unit and the Chief Engineer to ensure that all engineering activities are conducted in accordance with UN guidelines and IPSAS standards. The incumbent will be responsible for scheduling construction and maintenance activities, conducting technical assessments, and overseeing the work of tradesmen and local staff. The role requires a proactive approach to problem-solving and the ability to manage multiple tasks efficiently in a high-pressure environment. The Assistant Asset Manager will also contribute to the overall mission by ensuring that engineering assets are properly recorded and maintained, thereby supporting the mission's operational effectiveness.

Duties and Responsibilities:
The Assistant Asset Manager will be responsible for a variety of tasks, including but not limited to: assisting in the scheduling of construction and maintenance activities; conducting technical assessments of existing buildings and infrastructure; supervising local junior staff and tradesmen; reviewing and recommending work orders; inspecting construction and maintenance work; advising on material requirements; preparing cost estimates and bills of quantities; evaluating bids for construction projects; tracking engineering assets; ensuring compliance with UN guidelines; and participating in volunteer activities to promote the principles of volunteerism. The role also involves maintaining accurate records of engineering assets and ensuring proper custody of data.

Required Qualifications:
Candidates must demonstrate integrity and professionalism, with a strong ability to apply good judgment and work independently. Effective organizational and problem-solving skills are essential, as is the ability to manage a large volume of work efficiently. The role requires strong teamwork skills and respect for diversity, as well as excellent communication skills, both written and verbal. Flexibility and adaptability are crucial, as the position may involve working in austere and potentially hazardous environments. A genuine commitment to the principles of voluntary engagement is also required.

Educational Background:
A relevant educational background is essential for this position. Candidates should possess a degree in engineering, architecture, or a related field. Additional certifications or training in asset management or project management would be advantageous and demonstrate a commitment to professional development.

Experience:
Candidates should have a minimum of two years of relevant experience in asset management, engineering, or a related field. Experience working in international organizations or in challenging environments, such as conflict zones, is highly desirable. Familiarity with UN guidelines and IPSAS standards is a plus, as is experience in supervising staff and managing construction projects.

Languages:
Fluency in English is mandatory for this position, as it is the working language of UNMISS. Knowledge of additional languages, particularly local languages spoken in South Sudan, would be considered an asset and could enhance communication with local staff and stakeholders.

This position is classified as a non-family duty station, and candidates should be prepared for austere living conditions. The contract duration is aligned with the UNMISS mandate, which is currently set until 15 March 202
