Job Overview:
The Procurement and Supply Chain Specialist will play a crucial role in the Turkey Emergency Response, reporting directly to the director" style="border-bottom: 1px dotted #007bff !important;">Country Director of Turkey. This position encompasses a wide range of responsibilities related to supply chain and operations, including national and international procurement, imports, warehousing, and logistics. The specialist will collaborate with the national Supply Chain and Operations staff, as well as the Country Management and emergency response teams in Turkey. The primary focus will be on overseeing procurement related to the earthquake response, ensuring effective supply chain management for freight and imports, and facilitating smooth logistics for project delivery. The role also involves establishing a sustainable local fleet solution, managing staff movements, setting up a new Country Office, and ensuring compliance with RI policies and national regulations. The specialist will be expected to maintain effective relationships with humanitarian systems and government officials to support RI's operations in Turkey.

Duties and Responsibilities:
  • Oversee all procurement activities related to the earthquake response in Turkey and internationally.
  • Clarify and implement the most effective supply chain for freight and import of items sourced internationally, ensuring customs clearance and local storage in optimal conditions.
  • Lead all international shipments, ensuring timely availability of relevant information and documentation for stakeholders.
  • Support the design and implementation of distributions and deliveries, managing all logistics and supply chain aspects.
  • Establish a sustainable local fleet solution, utilizing existing and new contracts, and empower the local team to manage the fleet effectively.
  • Enable the Supply Chain and Operations team to manage staff movements in and through Turkey, including arrivals from outside the country.
  • Establish and set up a new Country Office and relevant accommodations for staff, ensuring security" style="border-bottom: 1px dotted #007bff !important;">security, safety, maintenance, utilities, and stable internet access.
  • Ensure compliance of all Supply Chain, Operations, and Procurement activities with RI Policies and national regulations.
  • Train local staff on Standard Operating Procedures (SOPs) to support Turkey operations and ensure compliance with RI policies. 1
  • Maintain and provide regular reports on procurement, stock, asset, and operating costs to management at both country and regional levels. 1
  • Establish any required Framework Agreements for essential items/services not already in place. 1
  • Develop and maintain respectful relationships with humanitarian systems and key government officials to facilitate RI's operations in Turkey. 1
  • Uphold and promote RI’s commitment to safeguarding and safety of vulnerable communities. 1
  • Collaborate with the Global Safeguarding Manager to advocate for the inclusion of safeguarding activities and resources within programs. 1
  • Demonstrate knowledge of donor requirements regarding safeguarding standards and protection from exploitation and abuse. 1
  • Perform other related tasks as required for this role.

Required Qualifications:
  • A Bachelor’s degree or equivalent in a related field is required; a Master’s degree is a plus.
  • Substantial experience in a similar position with an international NGO.
  • Strong organizational and prioritization skills.
  • Fluent in English, both oral and written.
  • Proficiency in Turkish and/or Arabic is an advantage.
  • Honest and trustworthy with strong computer and office management skills.
  • Excellent human relations skills, including integrity and the ability to work with minimal supervision and under pressure.

Educational Background:
Candidates must possess a Bachelor’s degree or similar qualification in a relevant field. A Master’s degree is considered an advantage and may enhance the candidate's profile for this position.

Experience:
The role requires substantial experience in a similar position within an international NGO context. Candidates should demonstrate a proven track record of managing procurement and supply chain operations effectively, particularly in emergency response scenarios.

Languages:
Fluency in English is mandatory, both oral and written. Proficiency in Turkish and/or Arabic is considered advantageous and may enhance communication with local stakeholders and communities.
