Job Overview: The Technical Head of Programme plays a crucial role under the responsibility of the Programme Director, contributing to the implementation of Humanity & Inclusion's mandate and its 10-year strategy within the program. This position is pivotal in driving the programmatic development of social missions within the technical scope, ensuring that the quality and impact of the projects are optimized in alignment with the defined priorities in the Technical Strategies. The Technical Head of Programme is responsible for managing a team of specialists, including Technical Field Specialists, Business Developers, and MEAL (Monitoring, Evaluation, Accountability, and Learning) professionals. The role requires a strong understanding of the strategy, translating it into operational objectives, and leading necessary changes to enhance team performance and commitment.
Duties and Responsibilities:
Management: Embody HI's values daily and serve as a role model. Understand and communicate the strategy, translating it into operational objectives for the team. Organize operational management, structure work around identified processes, steer performance, and facilitate problem-solving. Develop employees by creating conditions for their commitment and professionalism.
Strategy and Management: Propose the development of the programmatic framework based on sectoral context analysis, ensuring alignment with the Emergency, Atlas, and Impact-Innovation-Information divisions. Ensure deployment of cross-cutting approaches and promote synergies within programming. Contribute to annual monitoring of the StratOp and planning for subsequent programs.
Development of Social Mission: Define the funding strategy for new themes or innovations, ensuring development opportunities and conformity with nexus issues.
Quality Standards and Expertise: Monitor technical quality and relevance of activities, ensuring project managers receive appropriate guidance. Implement quality control measures and follow up on recommendations from evaluations or audits.
External Representation: Represent HI's expertise in relevant networks, support specialists in advocacy efforts, and contribute to communication messages aligned with strategic priorities.
Emergency Preparedness: Lead emergency preparedness actions and reorganize team priorities in case of emergencies to ensure rapid and effective responses.
Required Qualifications: Candidates must possess a master’s degree in one of HI's technical sectors of intervention, international cooperation, or humanitarian development. A minimum of 5 years’ experience in humanitarian development is required, with a strong background in project management, particularly in multi or complex projects. Experience in one of HI's technical sectors of intervention is also essential.

Additional Notes: This position is based in Sanaa and Aden, Yemen, with expectations for travel between HI bases. The contract duration is between 12 to 18 months, starting from 15th December 202
The international contract includes social cover, unemployment insurance for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The gross monthly salary starts at 2869€, with additional benefits such as a per diem of 590€ net/month, hardship pay of 500€ net/month, and a child allowance for families. Housing is collectively managed by HI, and travel costs for air tickets and personal effects transport are covered.
