Job Overview:
The Field Technical Specialist will operate under the supervision of the Head of Program in Yemen, focusing on supporting existing activities and partnerships while contributing to long-term planning and strategy development. The role encompasses establishing and implementing Mental Health and psychosocial-support" style="border-bottom: 1px dotted #007bff !important;">Psychosocial Support (MHPSS) and Protection (Gender-Based Violence - GBV) programming. The specialist will develop technical standards and guidance for MHPSS and protection activities, ensuring quality control and relevance. Additionally, the role involves building the technical capacity of program staff and partners, influencing local networks, advocating for specific themes, and contributing to business development by identifying new project opportunities. The specialist will also coordinate reporting and documentation efforts to support program learning and ensure effective internal communication.

Duties and Responsibilities:
  • Establish and Implement MHPSS and Protection (GBV) Programming: Develop and apply technical standards for MHPSS and protection activities, including individual/group MHPSS activities, referral pathways, and SOPs for MHPSS and protection cases. Conduct thorough analysis of the protection environment in Yemen and provide strategic guidance to the country team. Monitor and ensure the quality of MHPSS and protection activities.
  • Build Technical Capacity of Program Staff and Partners: Identify training needs for MHPSS and Protection (GBV) and develop resources and curricula in collaboration with HQ specialists. Ensure design" style="border-bottom: 1px dotted #007bff !important;">program design aligns with HI’s Disability, Gender, and Age policy.
  • Influence: Represent HI’s technical expertise in local networks, contribute to advocacy efforts, and ensure consistent communication on technical issues.
  • Business Development: Identify and develop new project opportunities and local partnerships.
  • Coordination and Reporting: Support teams in producing regular reports, lead documentation of best practices, and ensure compliance with reporting requirements for donors and local authorities. Participate in coordination meetings and workshops to enhance internal collaboration.

Required Qualifications:
Candidates must hold a master’s degree in clinical psychology, social sciences, social anthropology, law and women’s rights, sociology, gender, cultural studies, or a related field. A minimum of 5 years of professional experience in protection, particularly in GBV prevention and response or broader gender programming, is required. Experience in Mental Health and Psychosocial Support (MHPSS) is also essential. Candidates should demonstrate a strong understanding of rights-based approaches and the rights of persons with disabilities, children, and women. Skills in capacity building, training, and mentoring staff remotely are crucial, along with the ability to engage in representation and networking.

Educational Background:
A master’s degree in a relevant field such as clinical psychology, social sciences, social anthropology, law and women’s rights, sociology, gender, or cultural studies is required for this position. This educational background is essential to ensure that the candidate possesses the necessary theoretical and practical knowledge to effectively address the complex issues related to mental health, protection, and gender-based violence in a humanitarian context.

Experience:
The position requires a minimum of 5 years of professional experience in the field of protection, specifically in GBV prevention and response or broader gender programming, as well as experience in Mental Health and Psychosocial Support (MHPSS). Additionally, candidates must have experience working in conflict or post-conflict zones, which is critical for understanding the unique challenges and dynamics present in such environments. This level of experience is necessary to ensure that the specialist can effectively contribute to the organization's mission and objectives in Yemen.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization and for reporting purposes. Knowledge of Arabic is highly desirable, as it would facilitate better communication with local partners and communities. Proficiency in additional languages may also be considered an asset, depending on the specific context and needs of the program.

Additional Notes:
The position is based in Sana’a and Aden, Yemen, with expectations for travel between HI bases. The expatriate will work in shared guesthouses equipped with safe rooms, and most work will be conducted in the office, with some opportunities for fieldwork. The organization has established security" style="border-bottom: 1px dotted #007bff !important;">security protocols to ensure a safe working environment, and while the situation is relatively calm in certain areas, security remains volatile in southern regions. The contract is for 12 months, starting from December 15, 2024, and includes various benefits such as social coverage, salary starting from 2757€ gross/month, per diem, hardship allowance, paid leave, and housing arrangements. The position is unaccompanied, and travel costs will be covered by HI.
