Job Overview:
The Advocacy and Policy Advisor will play a crucial role in shaping and implementing the advocacy strategy for Humanity & Inclusion in Yemen. This position requires a deep understanding of the humanitarian context, the ability to analyze complex situations, and the capacity to engage with various stakeholders to promote principled humanitarian action. The advisor will provide contextual analyses to the Programme Director and HQ staff, ensuring that HI's positions are well-defined and effectively communicated. The role involves leading the design and implementation of advocacy strategies at both national and regional levels, contributing to global advocacy efforts, and liaising with internal and external stakeholders involved in policy and advocacy actions. The advisor will also be responsible for training and sensitizing staff and partners on humanitarian principles and access issues, ensuring that HI's ethical guidelines are upheld in all activities.

Duties and Responsibilities:
  • Conduct humanitarian environment analyses and define HI positions, including monitoring access challenges and providing support for program access strategies.
  • Develop HI positioning and policy papers in line with ethical guidelines, conducting research and risk analyses.
  • Evaluate knowledge of humanitarian principles among staff and partners, and design training strategies.
  • Identify key advocacy issues at the field level, develop coordinated action plans, and identify funding opportunities for advocacy activities.
  • Ensure reliable data collection for advocacy purposes, contributing to key advocacy documents and reports.
  • Engage in relevant forums and networks to promote HI positions and advocate for policy changes.
  • Maintain relationships with decision-makers and participate in events to enhance HI's visibility and influence.

Required Qualifications:
Candidates must hold a degree in law" style="border-bottom: 1px dotted #007bff !important;">International Law, International Relations, Political Science, or a related field. A minimum of 5 years of experience is required, including at least 3 years in emergency settings. Experience in context analysis, policy development related to humanitarian action, and advocacy work is essential. Strong networking skills and active participation in high-level conferences or forums are also necessary. A solid understanding of international relations and cooperation mechanisms, as well as knowledge of the humanitarian environment and current issues, is required.

Educational Background:
A degree in International Law, International Relations, Political Science, or an equivalent field is mandatory for this position. This educational background provides the necessary foundation for understanding the complexities of humanitarian action and advocacy.

Experience:
The position requires a minimum of 5 years of professional experience, with at least 3 years spent in emergency settings. Candidates should have demonstrated experience in context analysis, policy development, and advocacy work, particularly in relation to humanitarian principles and actions.

Languages:
Fluency in English is mandatory, as it is the primary language of communication within the organization and for advocacy purposes. Knowledge of Arabic is highly desirable, as it will facilitate engagement with local stakeholders and enhance the effectiveness of advocacy efforts.

Additional Notes:
This position is based in Yemen, specifically in Sana’a or Aden, with the requirement to spend time in HI bases in Aden, Mokha, and Hajjah. The contract is for 1 year, starting in January 2025, and includes various benefits such as social cover, medical coverage, and a competitive salary starting from 2757€ gross/month, along with additional allowances for hardship and per diem. The position is unaccompanied, and HI will cover travel costs and provide collective housing.
