Job Overview:
The Deputy Representative plays a crucial role in the design and delivery of the UNFPA country programme in Yemen, which is currently facing one of the largest humanitarian crises globally. The position involves building alliances and partnerships with various stakeholders, including governments, UN agencies, civil society, and the private sector, to realize the 2030 Agenda and make a positive impact on the lives of millions, particularly the most marginalized. The Deputy Representative is responsible for the day-to-day operations of the Country Office, supervising staff and ensuring effective programmatic and operational coordination of UNFPA’s humanitarian and development programming. This includes a focus on life-saving services related to gender-based violence (GBV) and sexual and reproductive health, as well as integrating these issues into the broader national agenda. The role requires strategic leadership, management, and advocacy to ensure that the needs of vulnerable populations are met and that UNFPA's mandate is upheld in challenging contexts.

Duties and Responsibilities:
The Deputy Representative is tasked with several key responsibilities, including:
  • Programme Leadership: Develop, manage, and monitor the Country Programme in alignment with UNFPA's strategic plan, utilizing demographic and socio-economic data. Assess national trends and their implications for UNFPA's work, expand the organization's portfolio, and oversee technical assistance to partners.
  • National Capacity Development: Implement strategies for capacity building, providing support to strengthen national programs and facilitate the development of national staff.
  • Partnership and Advocacy: Foster partnerships with government, civil society, and other stakeholders, advocating for the ICPD agenda and promoting South-South cooperation.
  • Management of Resources: Support the management of the Country Office, including work plan formulation, resource mobilization, and staff management. Ensure compliance with safety standards and support the development of strategic plans for humanitarian actions.
  • Additional Duties: Carry out other responsibilities as assigned by the Country Representative, including serving as Officer in Charge when necessary.

Required Qualifications:
Candidates must possess an advanced university degree in disciplines such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, or related fields. Additionally, candidates should have at least 10 years of progressively responsible professional experience in humanitarian and development programming, with a strong focus on result-based programming. A solid background in operations, particularly in humanitarian settings, is essential, along with political acumen to effectively position UNFPA within various national and international contexts. Previous experience in a similar role, such as Deputy Representative or Humanitarian Coordinator, is advantageous. Candidates should demonstrate the ability to align organizational objectives with national priorities and possess excellent advocacy and communication skills.

Educational Background:
An advanced university degree is required, preferably in fields related to public health, gender studies, international relations, or development. This educational background should provide a strong foundation for understanding the complexities of humanitarian and development programming, particularly in the context of reproductive health and rights.

Experience:
The position requires a minimum of 10 years of relevant professional experience, with a focus on humanitarian and development programming. Candidates should have demonstrated experience in managing programs, particularly in challenging environments, and possess a strong understanding of the operational aspects of humanitarian response. Field experience in developing or humanitarian contexts is essential, and candidates should have a proven track record of achieving high-quality results in their previous roles.

Languages:
Fluency in both English and Arabic is required for this position. Proficiency in additional languages may be considered an asset, particularly in enhancing communication and partnership-building efforts within the diverse contexts of Yemen.
