Job Overview:
The Civil Affairs Officer position is integral to the Civil Affairs Division of UNMISS, specifically located in TORIT, which is classified as an 'E' hardship duty station and a non-family duty station. The officer will work under the supervision of the Senior Civil Affairs Officer/Team Leader and will be responsible for maintaining relationships with local authorities, political and traditional leaders, and civil society organizations. The role involves analyzing conflict management issues, identifying conflict trends, and supporting local peace processes. The officer will also be tasked with providing timely reports on conflict management and peace activities, conducting briefings, and collaborating with various stakeholders to foster dialogue and cooperation in conflict-affected areas.

Duties and Responsibilities:
The Civil Affairs Officer will undertake a variety of tasks including: maintaining contact with local government and community leaders; providing analysis on conflict management; identifying conflict trends; supporting local peace processes; fostering confidence-building dialogues; preparing reports on conflict management and peace activities; conducting briefings for VIPs; collaborating with UN agencies and NGOs; representing the Civil Affairs Division in meetings; participating in assessment missions; establishing early warning systems; implementing workshops and peace activities; forging partnerships with local organizations; ensuring completion of mandatory UNMISS trainings; and undertaking additional assignments as directed by the Team Leader or Director of the Civil Affairs Division.

Required Qualifications:
Candidates must possess strong analytical skills, excellent communication abilities, and a deep understanding of conflict dynamics. They should demonstrate adaptability, creativity, and professionalism in their work. The role requires a commitment to accountability and self-management, as well as the ability to work effectively in a team and independently. Candidates should also have experience in conflict resolution, peacebuilding, and community engagement.

Educational Background:
A relevant educational background is essential for this position. Candidates should ideally hold a degree in social sciences, international relations, political science, or a related field. Advanced degrees may be preferred, particularly for candidates seeking to work in complex environments such as South Sudan.

Experience:
Candidates should have a minimum of several years of relevant experience in civil affairs, conflict resolution, or peacebuilding. Experience working in challenging environments, particularly in conflict or post-conflict settings, is highly desirable. Familiarity with the UN system and its operations will be an advantage.

Languages:
Fluency in English is mandatory for this position. Knowledge of local languages spoken in South Sudan would be considered an asset, as it would facilitate communication with local communities and stakeholders.
