Job Overview:
The Programme Assistant position is located within the Environment and Development Policy Section of the Environment and Development Division at ESCAP. The incumbent will provide essential support in planning and implementing complex departmental programs and projects. This role involves assisting in the coordination of program/project planning, monitoring the status of proposals, and ensuring that project documents are completed and submitted for approval. The Programme Assistant will also be responsible for budget proposal preparation, performance reporting, and liaising with various organizational units to facilitate project implementation. The position requires a proactive approach to problem-solving and effective communication skills to manage diverse tasks and responsibilities.

Duties and Responsibilities:
The duties and responsibilities of the Programme Assistant include:
  • Assisting in the planning and implementation of departmental programs/projects.
  • Coordinating program/project planning and preparation, monitoring proposal statuses, and ensuring timely submission of project documents.
  • Preparing and analyzing budget proposals, interpreting budget guidelines, and reviewing submissions to ensure completeness and justification.
  • Collaborating with program/project managers on performance reporting and ensuring compliance with reporting requirements.
  • Serving as a focal point for program/project implementation coordination, including recruitment, travel arrangements, and payment authorizations.
  • Maintaining and updating electronic and paper files, databases, and generating reports.
  • Drafting correspondence related to program/project administration.
  • Providing guidance and training to new or junior staff.
  • Assisting in data collection, analysis, and presentation for decision-making. 1
  • Updating information materials such as web pages or brochures. 1
  • Performing other duties as assigned.

Required Qualifications:
The position requires a high school diploma or equivalent. A first-level university degree may be accepted in lieu of two years of required experience. Candidates should possess knowledge of internal policies and procedures related to program/project administration and budgeting. They should demonstrate the ability to identify and resolve issues, work well with figures, and apply good judgment in assignments. Professionalism, planning and organizing skills, and teamwork are essential competencies for this role.

Educational Background:
A high school diploma or equivalent is required for this position. A first-level university degree may be accepted in lieu of two years of required experience, indicating that higher education can compensate for a lack of experience in certain cases.

Experience:
Candidates must have a minimum of seven years of progressively responsible experience in program and/or project operations and administration, including budgeting and technical cooperation. If the candidate holds a first-level university degree, a minimum of five years of experience is required. Experience in program/project management in environment, agriculture, or related areas is desirable. Familiarity with Enterprise Resource Planning (ERP) systems such as Umoja/SAP and applications for program support is also advantageous. Additionally, at least one year of experience in data analytics or a related area is desirable.

Languages:
Fluency in English is required for this position, as English is one of the working languages of the United Nations Secretariat. Knowledge of another UN official language is considered an advantage, enhancing the candidate's profile for the role.
