The Austria Multi-Country Office (AUMCO) is part of the UNOPS Europe and Central Asia Region (ECR). Established to enable the achievement of Agenda 2030 and the Paris Agreement, AUMCO focuses on global programs and tailored interventions in the Balkans, South Caucasus, and Central Asia. The organization emphasizes infrastructure procurement, project management, HR and transactional services, grants management, and technical and advisory services. UNOPS in Albania was established in 2020 to support the Albanian government in implementing the Build Back Better approach to address challenges caused by the COVID-19 pandemic and the 2019 earthquake. UNOPS Albania collaborates closely with partners to boost social and economic development in local communities, working on projects that include rescuing and renovating cultural heritage sites and delivering essential equipment and services. UNOPS Albania reports to the Multi-Country Office in Vienna for oversight and support.

Job Overview:
The Change Management Specialist will play a crucial role in the project titled 'Support to the Rule of Law through digital transformation: Advancing Case Management and Business Intelligence capabilities in Albania.' This project aims to enhance the Rule of Law system by improving the efficiency and effectiveness of judiciary institutions in Albania, aligning them with best EU practices. The Specialist will be supervised by the Project Manager and will work closely with the project team and key stakeholders, particularly government counterparts in the justice sector. The role requires a solid background in change management, preferably with experience in public institutions. The Specialist will be responsible for aligning stakeholders with project objectives, managing resistance, and ensuring effective communication. This includes designing and implementing strategies for organizational change, managing quality assurance mechanisms, and ensuring that all parties are informed about project progress and benefits. Additionally, the Specialist will address diversity and gender considerations throughout the project's lifecycle and may be involved in identifying training needs and developing a training strategy for judiciary stakeholders.

Duties and Responsibilities:
  • Change Strategy: Develop and implement change management plans to support organizational initiatives and projects. Identify potential risks and resistance to change, and develop mitigation strategies.
  • Communication and Engagement: Clearly communicate change initiatives to all stakeholders and engage with employees to foster acceptance and support for these initiatives. Establish solid working relationships with the project board and other key stakeholders, manage project communications, and ensure stakeholders are aware of project activities and progress. Advise the Project Manager and Project Board on issues that may impact the achievement of outcomes.
  • Monitoring and Evaluation: Support the Project Manager in preparing and managing the Monitoring and Evaluation Plan. Track and report on the progress and impact of change management activities, adjusting strategies as necessary based on feedback and outcomes.
  • Training Management: Conduct assessments to identify training needs and develop a comprehensive training strategy to address identified gaps, to be implemented by a responsible Training, Learning, and Knowledge Manager.

Required Qualifications:
  • Advanced university degree (Master’s or equivalent) preferably in Education, Human Resources, Organizational Development, or a related field. A first-level university degree with additional experience may be accepted.
  • Minimum of five years of relevant experience in change management, preferably within the UN system or an international organization.
  • Proven ability to design and deliver effective change management and training programs, particularly in public institutions.
  • At least 2 years of proven experience in managing change initiatives and mitigating resistance.

Educational Background:
Candidates must possess an advanced university degree (Master’s or equivalent) in fields such as Education, Human Resources, Organizational Development, or a related area. A first-level university degree may be accepted if accompanied by additional relevant experience.

Experience:
The position requires a minimum of five years of relevant experience in change management, ideally within the UN system or an international organization. Candidates should have a proven track record in designing and delivering effective change management and training programs, with at least two years of experience specifically in managing change initiatives and addressing resistance.

Languages:
Excellent command of English is mandatory. Knowledge of another UN language is considered an asset, while proficiency in Albanian is desirable.

The contract type is ICA, with a contract level of LICA 10 / IICA
  • The contract modality (Local ICA or International ICA) will be evaluated based on the nationality of the preferred candidate. The contract duration is up to 150 working days within a 2-year period, with the possibility of extension subject to performance and availability of funds.
