Job Overview:
The Humanitarian Access and Security Manager (HASM) plays a crucial role in supporting the Program Director in managing security in Haiti. The primary objective is to facilitate the implementation of activities while minimizing risks to HI personnel and assets. The HASM ensures that risk analyses, security frameworks, protocols, and tools are in place and supervises their effective implementation. This position involves planning and monitoring operations and is key in incident management. The HASM is also responsible for enhancing the analytical, dialogue, and negotiation capacities of HI teams to ensure that populations can fully access humanitarian aid. The position reports directly to the Program Director.

Duties and Responsibilities:
The HASM's main responsibilities include: Leadership and Team Management: Leading the team by example, embodying HI's values, fostering a culture of collaboration and innovation, clarifying strategic objectives, organizing operations, stimulating performance, and facilitating problem-solving. Supporting team members' professional development and ensuring adherence to HI's policies and code of conduct. Standards and Expertise: Contributing to the development, updating, and implementation of HI's security management system, ensuring the adaptation of security policies to the local context. Operational Implementation: Monitoring local, national, and regional contexts in collaboration with regional colleagues, strengthening HI's acceptance and presence by consolidating relationships with key contacts and local stakeholders. Managing operational security, conducting security assessments, and formulating recommendations to ensure operational safety. Advising on security risks, resources, and security frameworks, and contributing to project proposal writing. Supervising incident and crisis management, ensuring rapid and effective responses, and conducting regular field visits. Supporting the country manager in developing strategies to improve humanitarian access and negotiating with authorities and key actors to open new geographical areas. Emergency Preparedness: Leading emergency preparedness actions and adapting team priorities in response to humanitarian needs during crises. Representation and Coordination: Representing HI in bilateral meetings with humanitarian and local actors as necessary, and expanding HI's network of contacts with security specialists, international NGOs, UN agencies, and local government entities.

Required Qualifications:
The ideal candidate should have confirmed experience in security management, humanitarian access, and team management, along with solid knowledge of security management systems, humanitarian policies, and crisis management. Excellent communication and negotiation skills, the ability to influence and develop relationships at all levels, and a good stress management capability are essential. The candidate should demonstrate initiative, creativity, and sensitivity to the context.

Educational Background:
A relevant educational background in security management, humanitarian studies, or a related field is required. Advanced degrees or certifications in these areas will be considered an asset.

Experience:
Candidates should possess significant experience in security management, particularly in humanitarian contexts. Experience working in complex and high-pressure environments is crucial, as well as a proven track record of managing teams effectively.

Languages:
Fluency in English is mandatory, and proficiency in French is considered an asset. The ability to communicate effectively in both languages will enhance the candidate's ability to perform in this role.

The position offers a 12-month international contract starting ideally in February 202
  • The international contract includes social coverage tailored to individual needs, such as unemployment insurance for EU nationals, retirement insurance, health coverage, repatriation, and provisions covered by HI and the employee. The salary starts at 2869 € gross per month, depending on professional experience. Additional benefits include a per diem of 1017.08 € and a hardship allowance of 500 € paid in local currency on the ground. Employees are entitled to 25 days of paid leave per year and 5 days of rest and recuperation every 8 weeks. Accommodation is provided in individual housing, and local packages are available for residents.
