Job Overview: The Planning, Monitoring and Evaluation Analyst will play a pivotal role in facilitating and contributing to the definition of results, including the development of theories of change. This position involves providing substantive inputs to the monitoring and tracking of results against defined targets and the UNFPA Strategic Plan. The analyst will also be responsible for reporting results, knowledge management, and fostering a culture of results within the organization. The role requires collaboration with various stakeholders to ensure effective planning, monitoring, reporting, communication, and evaluation of programs and projects. The analyst will report directly to the Country Office M&E Specialist and will be instrumental in promoting the use of results information for program adaptations and improvements. This position is critical in supporting the implementation of the EU-SARAH project and ensuring that the organization's strategic commitments are met, particularly in the context of the ongoing challenges posed by the COVID-19 pandemic.
Duties and Responsibilities: The duties and responsibilities of the Planning, Monitoring and Evaluation Analyst include:
Results Planning: Facilitate and substantively contribute to defining results, provide technical inputs for the development of theories of change, and support the development of quality M&E frameworks.
Monitoring: Provide substantive inputs to the monitoring and tracking of results against program/country/regional level targets, conduct annual reviews of projects and programs, and support field monitoring efforts.
Results Reporting and Communication: Facilitate the reporting of results to internal and external audiences, collect and analyze data, and develop quality results reports.
Evaluation: Provide technical support in implementing the UNFPA Evaluation Policy, manage decentralized evaluation processes, and promote the use of evaluation findings in program formulation.
Knowledge Management: Contribute to knowledge management efforts, ensure implementation of results-based management principles, and support senior managers in developing management responses to evaluations.
Other Duties: Carry out any other duties as may be required by UNFPA leadership, ensuring timely and quality technical support to the program team and implementing partners.
Required Qualifications: The required qualifications for the Planning, Monitoring and Evaluation Analyst position include:
Education: A Master's degree in statistics, economics, health, population demography, or any related social science discipline.
Knowledge and Experience: At least 2 years of relevant national/international experience in monitoring and reporting, experience in results-based management, evaluation, and evidence-based programming is an asset. Familiarity with UNFPA and other multilateral organizations is highly desirable.
Skills: Strong knowledge of program formulation and implementation, good knowledge of monitoring and evaluation, analytical and report writing skills, and the ability to interact with donors and synthesize program performance data.
Educational Background: Candidates must possess a Master's degree in a relevant field such as statistics, economics, health, population demography, or any other related social science discipline. This educational background is essential for understanding the complexities of monitoring and evaluation processes and for contributing effectively to the organization's strategic goals.
Experience: The position requires at least 2 years of relevant national or international experience in the area of monitoring and reporting. Experience in results-based management, evaluation, and evidence-based programming is considered an asset. Familiarity with the United Nations system, particularly UNFPA, and fieldwork experience are highly desirable, as they provide valuable insights into the operational context of the organization.
Languages: Fluency in English is mandatory for this position. Knowledge of other official UN languages, particularly French and/or Spanish, is desirable and would enhance the candidate's ability to communicate effectively in a diverse work environment.
Additional Notes: This position is a full-time role with a fixed-term appointment for one year, renewable based on the availability of funds and satisfactory performance. It is specifically open to Nigerian nationals, and there is no expectancy of renewal in accordance with UN staff regulations.
