Job Overview:
The Program Officer for the Essential Medicines and Oxygen (EM&O2) program will play a crucial role in collaborating with the EM&O2 Program Manager and the Ministry of Health & Family Welfare (MoHFW) to implement various program initiatives. This position requires working closely with national and state stakeholders to ensure effective planning and execution of activities. The Program Officer will be responsible for data analytics, stakeholder communication, and coordination, making it essential for the candidate to possess strong project and stakeholder management skills. The role demands a highly motivated individual who can thrive in dynamic environments and is committed to excellence in public health initiatives.

Duties and Responsibilities:
  • Establish and manage collaborative relationships with central and state government officials to ensure seamless planning and execution of program initiatives while maintaining effective communication channels.
  • Support the project management unit through coordinated stakeholder engagement, ensuring timely responses to communications and maintaining strong relationships with key partners.
  • Work with program teams to strengthen the medical oxygen ecosystem through strategic initiatives in supply chain management, capacity building, and data systems, contributing to sustainable pandemic preparedness and response.
  • Support program leadership in national-level stakeholder coordination across multiple domains including disaster management, maternal health, child health, and infectious diseases.
  • Design and conduct primary and secondary research to generate strategic insights for medical oxygen system strengthening, enabling data-driven decision-making and program improvements.
  • Lead data management activities including cleaning, consolidation, and analysis to produce actionable insights, and develop high-quality program reports, presentations, and policy briefs for diverse stakeholders.
  • Proactively identify implementation risks and challenges, develop comprehensive mitigation strategies, and work with teams to ensure effective resolution.
  • Collaborate closely with internal teams to drive timely delivery of designated tasks and program milestones, ensuring alignment with overall program objectives.
  • Undertake travel as required to support on-ground implementation, stakeholder engagement, and monitoring activities across different locations. 1
  • Support program leadership with additional responsibilities as needed to ensure successful program implementation and achievement of desired outcomes.

Required Qualifications:
  • Bachelor's degree or higher in public health, statistics, engineering, development studies, or related fields.
  • At least three years of relevant work experience in the implementation of programs related to public health, public policy/administration, or allied areas.
  • Demonstrated success in project management, developing relationships, and coordinating various stakeholders/interests.
  • Ability to navigate complex processes and influence decision-making in a professional and collaborative manner.
  • Excellent oral and written communication skills in English and Hindi, including the ability to create persuasive presentations and written reports.
  • High emotional intelligence, patience, and thoughtfulness even in high-pressure, stressful situations.
  • Ability to work independently, prioritize, and handle multiple tasks simultaneously.
  • Willingness to travel extensively within and outside the program states and districts.
  • Experience working with government stakeholders and familiarity with the Indian public health system/social impact sector will be a plus.

Educational Background:
A Bachelor's degree or higher in public health, statistics, engineering, development studies, or related fields is required for this position. This educational background is essential to understand the complexities of public health initiatives and to effectively contribute to the EM&O2 program.

Experience:
The candidate must have at least three years of relevant work experience in the implementation of programs related to public health, public policy/administration, or allied areas. This experience is crucial for understanding the operational challenges and dynamics of working within the public health sector, particularly in the context of India.

Languages:
The mandatory languages for this position are English and Hindi. The candidate must possess excellent oral and written communication skills in both languages, as effective communication is vital for stakeholder engagement and reporting. Proficiency in additional languages may be considered an asset but is not required.
