HI's Mashriq Regional Programme coordinates missions across five countries: Egypt, Jordan, Lebanon, Iraq, and Palestine, with a total expected volume of 24 million Euros for 2025 and a workforce comprising 471 staff and 236 community-based agents. The organization is involved in various sectors, including health, education, basic needs, economic recovery, and armed violence reduction, and works primarily through local partners and service providers. Currently, HI is responding to the significant humanitarian needs arising from the ongoing conflict in Gaza, which has led to increased casualties and displacements, necessitating urgent support in areas such as shelter, health services, and mental health and psychosocial-support" style="border-bottom: 1px dotted #007bff !important;">psychosocial support (MHPSS).

Job Overview:
The Field Technical Specialist plays a crucial role in implementing the mandate and operational strategy of HI's Mashriq program, particularly in the area of mental health and psychosocial support (MHPSS). Reporting to the Technical Head of Program and working closely with the Country Manager and Global Specialist, the specialist is responsible for ensuring the quality and impact of MHPSS projects across the region. This includes developing strategies for MHPSS interventions, overseeing technical support and quality assurance, and providing coaching and supervision to MHPSS Technical Officers. The specialist will also coordinate with other sector specialists and represent HI in various forums. The role requires a collaborative approach to determine the specific support needed at each site, ensuring that interventions are aligned with HI's global technical frameworks and standards. The specialist will contribute to the planning, reporting, and evaluation of activities, as well as engage in research and innovation projects relevant to MHPSS in the region.

Duties and Responsibilities:
  • Develop and implement strategies for MHPSS interventions in alignment with HI's global strategies.
  • Provide technical support and quality assurance for MHPSS activities, ensuring adherence to HI's procedures and standards.
  • Coach and supervise MHPSS Technical Officers to enhance their capacity and effectiveness.
  • Oversee the development and adaptation of technical materials for training and capacity building of HI staff and partners.
  • Coordinate with other specialists to ensure integrated approaches across sectors.
  • Represent HI in external forums and contribute to the organization's influence and prestige in the field of MHPSS.
  • Engage in business development activities to identify and pursue new project opportunities in the region.
  • Contribute to the planning, reporting, and evaluation of MHPSS activities, ensuring continuous improvement and learning.
  • Participate in research and innovation initiatives relevant to MHPSS in the Mashriq region. 1

Required Qualifications:
  • Advanced university degree (Master's level or equivalent) in mental health clinical psychology from a recognized institution.
  • At least 5 years of experience in community or human rights-based mental health and psychosocial support.
  • International experience in the Middle East, particularly in emergency and post-crisis contexts.
  • Proven experience in training and technical monitoring/supervision in the field of MHPSS with NGOs.
  • Excellent communication and writing skills in English.
  • Strong team motivation and organizational skills.
  • Ability to build and promote partnerships across sectors and with government counterparts.

Educational Background:
Candidates must possess an advanced university degree (Master's level or equivalent) in mental health clinical psychology from a recognized university or academic institute. This educational background is essential to ensure the specialist has the necessary theoretical knowledge and practical skills to effectively contribute to MHPSS interventions.

Experience:
The position requires a minimum of 5 years of relevant experience in the field of community or human rights-based mental health and psychosocial support. Additional Notes:

Support for travel costs (air ticket and visa) for accompanying dependents is also included, along with health and repatriation insurance if the dependent has no income.
