Job Overview:
The GBVIMS+ (Primero) Roll Out Consultant will play a crucial role in supporting the Ministry of Women and Social Affairs (MoWSA) in Ethiopia by providing technical assistance for the implementation and monitoring of the GBVIMS+ pilot program in the Amhara and Tigray regions. This position is vital for enhancing the quality of services provided to survivors of gender-based violence (GBV) and improving the collective response of humanitarian and development actors. The consultant will work closely with various stakeholders, including government officials, UN agencies, NGOs, and community organizations, to ensure effective data collection, analysis, and reporting on GBV incidents. The consultant will also contribute to the development of training programs and capacity-building initiatives to empower local stakeholders in utilizing the GBVIMS+ system effectively. Overall, this role is integral to advancing UNFPA's mission in Ethiopia and addressing the urgent needs of GBV survivors.

Duties and Responsibilities:
The consultant will be responsible for several key duties, including:
  • Coordination and Support: Act as the primary technical expert on GBVIMS+ (Primero) within MoWSA, ensuring smooth rollout and integration of the system. Facilitate coordination meetings, including stakeholder introductions to GBVIMS, joint analysis sessions, and participant selection for training.
  • Training and Capacity Building: Develop and deliver comprehensive training programs on GBVIMS+ for government officials and service providers. Create user manuals and training materials to support ongoing learning. Mentor users on data entry, analysis, and reporting.
  • System Implementation and Monitoring: Oversee the installation and configuration of GBVIMS+ in pilot regions, ensuring data quality and security" style="border-bottom: 1px dotted #007bff !important;">security. Troubleshoot technical issues and track progress against implementation plans.
  • Data Analysis and Reporting: Support MoWSA in analyzing GBV data, generating reports on key indicators, and contributing to data visualization tools.
  • Knowledge Management and Advocacy: Document lessons learned from the pilot program, contribute to knowledge products, and support MoWSA in disseminating findings to promote evidence-based decision-making.
  • Write up lessons learned and regularly share with the Steering Committee to inform ongoing program development.

Required Qualifications:
Candidates must possess a Master's degree in Computer Science, Software Engineering, or Information Technology. They should have at least five years of demonstrated experience in implementing and managing GBVIMS+ (Primero) or similar information management systems. A strong understanding of gender-based violence (GBV) and sexual and reproductive health (SRH) programming, particularly within the Ethiopian context, is highly desirable. Excellent training and capacity-building skills, proficiency in data analysis and reporting, and strong communication and interpersonal skills are essential. Candidates should also have fluency in English and Amharic, as well as knowledge of selected programming languages such as Java, PHP, Python, or C++. In-depth knowledge of relational databases (e.g., Oracle, Microsoft SQL Server, PostgreSQL, MySQL) and NoSQL databases (e.g., MongoDB) is required.

Educational Background:
The educational background required for this position includes a Master's degree in Computer Science, Software Engineering, or Information Technology. This advanced degree is essential for understanding the technical aspects of the GBVIMS+ system and for effectively managing its implementation and monitoring.

Experience:
Candidates should have a minimum of five years of relevant experience in implementing and managing GBVIMS+ (Primero) or similar information management systems. This experience should include a strong understanding of gender-based violence and sexual and reproductive health programming, particularly in the Ethiopian context. Proven skills in training, capacity building, data analysis, and reporting are also necessary.

Languages:
Fluency in English is mandatory, and proficiency in Amharic is also required. Knowledge of additional local languages would be considered an advantage, as it may facilitate better communication with diverse stakeholders in the regions of Amhara and Tigray.
