Job Overview:
The Project Engineer position is a critical role within the UNMISS Engineering Section, directly supervised by the Juba Field Engineer. The incumbent will be responsible for applying engineering principles and practices to various projects, including the design, construction, and repair of essential infrastructure such as buildings, roads, bridges, and waste disposal systems. The role requires the production of CAD drawings, preparation of Bill of Quantities (BOQ), cost estimates, and technical specifications for engineering projects. The Project Engineer will conduct site visits to monitor project activities, evaluate bids, and ensure technical feasibility of proposals. This position also involves liaising with other engineers and specialists, conducting investigations for improved designs, and maintaining accurate project records. The Project Engineer will play a vital role in capacity building by providing coaching and mentoring to national personnel, thereby contributing to the overall development of local engineering capabilities.

Duties and Responsibilities:
The Project Engineer will undertake a variety of duties, including but not limited to: applying engineering calculations and practices to complete portions of larger projects; producing CAD drawings for engineering projects; preparing BOQs, cost estimates, and technical specifications; conducting frequent site visits to monitor project activities; performing technical evaluations of bids and preparing reports; developing technical data regarding materials and costs; preparing estimates for repairs of damaged facilities; liaising with other engineers to resolve technical issues; conducting investigations for improved designs; analyzing project proposals for technical feasibility; identifying routine engineering operational requirements; maintaining accurate project records; traveling to various locations for project planning and monitoring; providing coaching and mentoring to national personnel; and performing other related duties as assigned by the Field Engineer. Additionally, the Project Engineer is expected to engage in volunteerism activities, promote capacity development, and adhere to UN protocols on environmental health and safety.

Required Qualifications:
Candidates for the Project Engineer position must possess a strong background in engineering, with demonstrated expertise in relevant fields. They should have a high degree of autonomy, personal initiative, and the ability to work independently in a politically sensitive environment. The role requires excellent judgment, discretion, and the ability to manage information confidentially. Candidates should also exhibit a commitment to continuous learning, effective organizational skills, and the ability to work under pressure with conflicting deadlines. Strong interpersonal skills and the ability to communicate effectively with diverse groups are essential, as is the ability to establish and maintain effective partnerships in a multicultural environment.

Educational Background:
A degree in engineering or a related field is required for the Project Engineer position. Candidates should have a solid understanding of engineering principles and practices, as well as experience in project management and infrastructure development. Additional certifications or training in specialized areas of engineering may be advantageous.

Experience:
The ideal candidate should have several years of relevant experience in engineering, particularly in project management and infrastructure development. Experience working in challenging environments, such as conflict zones or developing countries, is highly desirable. Candidates should demonstrate a track record of successfully managing engineering projects from conception to completion, including experience in cost estimation, technical evaluations, and site management.

Languages:
Fluency in English is mandatory for the Project Engineer position, as it is the working language of UNMISS. Knowledge of additional languages, particularly local languages spoken in South Sudan, would be considered an asset and beneficial for effective communication with local personnel and stakeholders.
