Job Overview: The position of Directrice de programme at Action Against Hunger in Haiti is designed for a dynamic, energetic, ambitious, and results-oriented individual responsible for driving cross-functional engagement in the implementation and execution of country programs. The director will oversee daily program implementation and reporting, manage the execution of the budget and financial reporting, collaborate with the program development and quality team on program development and fundraising, optimize budget utilization for program implementation and results, ensure quality and effectiveness of ACF programs, translate ACF Haiti's programmatic strategy into programs and projects, and ensure financial accountability and compliance within the program. The director will be a member of the management team, ensuring program implementation and growth, and strong representation. This role requires close collaboration with field coordinators and external stakeholders, including local and international NGOs, local community leaders, donors, and other relevant parties to ensure programs are relevant and effective.
Duties and Responsibilities: The Directrice de programme will ensure the highest standards of quality and accountability by adhering to Action Against Hunger's policies, standards, and international norms regarding emergency intervention, disaster mitigation, rehabilitation, and development. The director will oversee project management to ensure projects are managed within scope, timelines, and budget to achieve the desired impact on community resilience and alleviate hunger. Responsibilities include supervising project coordinators, ensuring compliance with donor guidelines, preparing high-quality project reports, leading program and support teams, representing Action Against Hunger to funding partners and stakeholders, managing program finances, and ensuring timely submission of cash forecasts and expenditures. The director will also be responsible for conducting regular field visits to monitor activities, address challenges, and liaise with field coordinators and program managers.
Required Qualifications: Candidates must possess a minimum of a bachelor's degree in political science, development studies, public health, or a related field. A postgraduate degree will be considered an additional advantage. At least 10 years of relevant experience within an international NGO, including program management positions, is required. Experience in at least one of Action Against Hunger's key technical sectors: Nutrition and Health, WASH, Food Security, and Livelihoods in Development and/or Emergency Situations is essential. Experience managing complex development and resilience-building projects for donors such as USAID, BHA, and the European Commission is also required.
Educational Background: The educational background required for this position includes a minimum of a bachelor's degree in relevant fields such as political science, development studies, public health, or a related discipline. A master's degree or higher will be considered a significant advantage, enhancing the candidate's qualifications for the role.
Experience: The position requires at least 10 years of relevant experience in international NGOs, particularly in program management roles. Candidates should have a proven track record of managing complex projects and programs, demonstrating their ability to lead and deliver results in challenging environments.
Languages: Fluency in English (professional level) is mandatory, both spoken and written. Proficiency in French is also essential, given the operational context in Haiti. Knowledge of additional languages is considered a plus, enhancing communication with diverse stakeholders.
Additional Notes: The contract duration for this position is 2 years, with the possibility of extension based on performance and funding availability. The role is full-time, requiring regular presence at work at least five days a week, with availability for work outside normal office hours or weekends as needed. The director must be willing to travel for work, both nationally and internationally, and may be exposed to precarious environments with high security risks and challenging living conditions.
