Job Overview:
The Water and Sanitation Engineer position is critical within the Engineering Section of UNMISS, providing essential support for water and sanitation services in the mission. The role is based in the Juba field office and reports directly to the State Engineer in Central Equatoria State. The engineer will be responsible for planning, managing, and executing water and sanitation activities, ensuring that both current and future needs are met. This includes overseeing the installation and maintenance of water supply and sewerage systems, operating water treatment facilities, and ensuring compliance with safety and regulatory standards. The engineer will also be involved in project inspections, diagnostics, and the preparation of technical documentation for various water and sanitation projects, contributing to the overall mission's objectives of providing humanitarian assistance and supporting peace efforts in South Sudan.

Duties and Responsibilities:
The Water and Sanitation Engineer will undertake a variety of duties, including:
  • Planning and managing water and sanitation activities for current and future requirements in Central Equatoria State.
  • Overseeing the installation and maintenance of water supply and sewerage systems.
  • Operating and maintaining conventional water treatment systems and wastewater treatment plants.
  • Conducting periodic inspections of ongoing WATSAN projects and reporting on progress and setbacks.
  • Planning and maintaining the River Nile to Tomping Pipeline water supply project.
  • Implementing and maintaining activated sludge treatment facilities.
  • Installing and servicing WATSAN facilities, including ablution units and wastewater systems.
  • Diagnosing technical faults and performing preventive maintenance on plumbing installations.
  • Reviewing and approving WATSAN work orders and assigning tasks to technicians. 1
  • Preparing bills of quantities and cost estimates for WATSAN projects. 1
  • Evaluating bids and proposals for WATSAN projects. 1
  • Managing service contracts related to water and wastewater infrastructure. 1
  • Contributing to the planning of effective water treatment facilities. 1
  • Preparing documentation for budgeting and procurement of goods and services. 1
  • Analyzing and advising on solid waste management systems. 1
  • Requesting spare parts and equipment for water supply and sewerage works. 1
  • Completing paperwork for product identification numbers for new items. 1
  • Designing water and sanitation installations and providing necessary diagrams. 1
  • Performing any other related duties as required.

Required Qualifications:
Candidates must possess a strong background in water and sanitation engineering, with demonstrated expertise in the field. They should have a solid understanding of water treatment processes, sewerage systems, and relevant safety regulations. The ability to work independently and manage multiple projects simultaneously is essential. Candidates should also exhibit strong problem-solving skills and the ability to work effectively in a team-oriented environment. A commitment to the principles of volunteerism and the UN core values is crucial.

Educational Background:
A degree in civil engineering, environmental engineering, or a related field is required for this position. Advanced degrees or specialized training in water and sanitation engineering will be considered an asset. Candidates should also have a strong understanding of engineering principles and practices related to water supply and sanitation.

Experience:
Candidates should have a minimum of 5 years of relevant professional experience in water and sanitation engineering, preferably in a humanitarian or development context. Experience working in challenging environments, particularly in conflict-affected areas, is highly desirable. Familiarity with UN operations and procedures will be an advantage.

Languages:
Fluency in English is mandatory for this position. Knowledge of additional languages, particularly local languages spoken in South Sudan, would be considered an asset and beneficial for effective communication with local communities and stakeholders.

This position is based in Juba, South Sudan, and is classified as a non-family duty station. Candidates should be prepared for austere living conditions, including shared accommodation and limited access to amenities. The role may involve extensive travel within the mission area, and candidates must be able to work in potentially hazardous environments. The UNMISS duty stations are classified by the UN Department of Safety and Security, and candidates will receive a security briefing upon arrival. The mission provides primary health care services through various clinics, and candidates should be aware of the health risks associated with the region.
