Job Overview:
The Project Manager (PM) will oversee the operational management of a project aimed at enhancing climate change adaptation and resilience in South Sudan. The PM will be responsible for coordinating project activities, managing resources, and ensuring the successful implementation of project objectives. This role requires strategic planning, collaboration with various stakeholders, and the ability to provide technical leadership. The PM will also be tasked with monitoring project progress, preparing reports, and ensuring compliance with UNDP standards. The position demands a proactive approach to problem-solving and the ability to foster partnerships for resource mobilization.

Duties and Responsibilities:
The Project Manager will have a comprehensive set of responsibilities including:
  • Day-to-day operational management of the project, ensuring alignment with project documents and work plans.
  • Leading the preparation of annual work plans, establishing priorities, timelines, and targets for monitoring results.
  • Coordinating project components and providing guidance to Field Coordinators.
  • Enhancing the capacity of project personnel through technical leadership.
  • Managing resources effectively and preparing regular progress reports for stakeholders.
  • Providing technical and policy advice on climate change adaptation and environmental protection.
  • Fostering partnerships and resource mobilization efforts.
  • Ensuring compliance with Social and Environmental Standards (SES) and facilitating stakeholder engagement.
  • Identifying capacity-building needs and organizing training and workshops. 1
  • Contributing to knowledge networks and disseminating project results and lessons learned.

Required Qualifications:
Candidates must possess an advanced university degree (master’s degree or equivalent) in Environmental Sciences, Environmental Economics, Climate Finance, Natural Resources Management, Agriculture, Project Management, or a related field. Alternatively, a first-level university degree (bachelor’s degree) combined with two additional years of qualifying experience will be considered. Proven supervisory experience and the ability to engage multiple stakeholders are essential. Proficiency in Microsoft Office applications is required, along with a strong understanding of climate change and environmental issues in South Sudan.

Educational Background:
The educational requirements for this position include a minimum of an advanced university degree in relevant fields such as Environmental Sciences, Climate Finance, or Project Management. Candidates with a bachelor’s degree in these areas will also be considered if they have additional relevant experience. This educational background is crucial for understanding the complexities of climate change adaptation and project management in a challenging environment like South Sudan.

Experience:
A minimum of 5 years of relevant work experience is required for candidates with a master’s degree, or 7 years for those with a bachelor’s degree. This experience should be focused on environment and climate change, with a proven track record of managing projects and engaging with stakeholders. Experience in donor-funded projects and familiarity with UN agencies and government operations in South Sudan are highly desirable.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within UNDP and with stakeholders. A working knowledge of Arabic is considered an asset, as it may facilitate communication with local partners and communities.

Additional Notes:
This position is classified under Tier 1, which includes UNDP staff holding permanent and fixed-term appointments. The Project Manager will work closely with the Ministry of Environment and Forestry and will report to the UNDP Chief Programme Advisor and the Team Leader of the STARR Unit. The role is full-time and may involve travel within South Sudan to oversee project implementation.
