Job Overview:
The position of Development Effectiveness and Impact Evaluation Consultant is designed for experienced professionals who are innovative and dedicated to enhancing the impact of IDB’s operations. The consultants will be expected to work closely with the Strategy Development Division (SDV) within the Office of Strategic Planning and Development Effectiveness (SPD). The role involves providing support for the design and implementation of impact evaluations, contributing to the preparation of various reports, and ensuring quality at entry for projects presented to the IDB Board. The consultants will also engage in results measurement and development effectiveness throughout project execution, contributing to a range of technical and sector topics. This position is crucial for ensuring that the IDB Group's operations are effective and aligned with its strategic objectives, ultimately leading to improved outcomes in the region.

Duties and Responsibilities:
The Development Effectiveness and Impact Evaluation Consultant will have a comprehensive set of responsibilities, including but not limited to:
  • Supporting the design, implementation, analysis, and reporting of impact evaluations related to IDB projects.
  • Designing questionnaires and defining sampling frameworks for data collection.
  • Training enumerators and coordinating with executing agencies and data collection firms.
  • Conducting econometric and statistical analyses as required for impact evaluations.
  • Assisting in the writing of various product drafts and reports.
  • Participating in project missions to Latin American and Caribbean countries to address development effectiveness and evaluation issues.
  • Overseeing and participating in specialized training for personnel on evaluation techniques.
  • Disseminating results of analytic products through presentations and executive summaries.
  • Assisting in formal review processes of operational documents and ensuring adherence to guidelines. 1
  • Supporting the preparation and execution of loans for development projects, including economic analysis and indicator identification. 1
  • Maintaining an active research agenda to contribute to the field of development effectiveness.

Required Qualifications:
Candidates must possess a Master’s degree in economics, Natural Resource and Agricultural Economics, Statistics, Public Policy, International Development, Demography, or a related field. A Doctoral degree is highly preferable. Additionally, candidates should have at least five years of relevant professional and academic experience in program evaluation, applied economics, and development economics, or an equivalent combination of education and experience. Proficiency in at least two of the Bank’s official languages, with one being English or Spanish, is mandatory. Candidates must also be citizens of one of the 48-member countries and have no family members working at the IDB, IDB Invest, or IDB Lab.

Educational Background:
The educational background required for this position includes a Master’s degree in a relevant field such as economics, statistics, public policy, or international development. A Doctoral degree is highly preferred, indicating a higher level of expertise and research capability in the field. This educational foundation is essential for understanding complex economic and social issues and for conducting rigorous evaluations of development programs.

Experience:
The position requires at least five years of relevant professional and academic experience. This experience should encompass program evaluation, applied economics, and development economics. Candidates should demonstrate a strong understanding of evaluation methodologies and the ability to apply them in real-world contexts. Experience in working with international organizations or in the field of development is highly advantageous, as it provides insights into the challenges and opportunities present in the region.

Languages:
Proficiency in at least two of the Bank’s official languages is required, with one being English or Spanish. This linguistic capability is crucial for effective communication and collaboration within the diverse environment of the IDB Group. Knowledge of additional languages relevant to the Latin American and Caribbean region would be considered a valuable asset, enhancing the consultant's ability to engage with stakeholders and conduct evaluations in various contexts.

Additional Notes:
The position is classified as an International Consultant role, requiring full-time commitment. The length of the contract is 24 months, with the possibility of renewal for up to 12 additional months, totaling a maximum of 36 months. The work location is on-site in Washington DC.
