Job Overview: The Associate Advisor - Water (AA-W) will be an integral part of the Water & Telecom Team within the Office of the Quartet (OQ). This position requires close collaboration with team members and stakeholders to implement the Sector Strategy and Workplan, contributing to the overall OQ Strategy. The AA-W will engage in various functions including technical advisory, strategic communication, research, data analysis, and policy development. The role is highly confidential and demands the highest standards of professionalism. The AA-W will be responsible for delivering on the Terms of Reference (ToR) and additional tasks assigned by the line manager, focusing on water-related issues and ensuring the quality of outputs.
Duties and Responsibilities: The duties and responsibilities of the Associate Advisor - Water include:
Technical Advisory: Conduct advanced research in water, wastewater, and climate; perform technical, political, and governance analysis for the water sector; produce literature reviews and publications based on research findings; support the development of Terms of Reference (ToRs) and manage consultancy quality control; identify challenges and risks, and propose mitigation measures.
Strategic, Technical, and Communication Content: Coordinate team inputs towards sector strategy and plans; draft and compile sector strategy documents and high-level reports; generate compelling communication materials including graphics and presentations; review and edit team-produced materials for quality.
Research, Data Collection, Analysis, and Reporting: Produce original analytical work, translate technical analysis into policy briefings and reports; create GIS maps and visualizations; conduct economic analysis for key initiatives; contribute to Water team strategies through analytics and stakeholder engagement.
Sectoral Policy and Strategic Focus: Monitor local and regional developments; support original analysis to inform W&T’s strategy; contribute to the development of water sector strategy and policy.
Cross Program Collaboration and Capacity Development: Work closely with other teams to ensure a coordinated approach; develop and deliver skills development plans; maintain a knowledge database for the W&T program.
Required Qualifications: The required qualifications for the Associate Advisor - Water position include:
Education: A Bachelor’s degree in engineering, economics, law, international relations, development management, or related fields is required. A Master’s degree is an advantage and may compensate for some years of experience.
Certifications: PMP, Prince II, or similar project management certifications are considered an asset.
Work Experience: A minimum of 4 years of relevant work experience is required with a Bachelor’s degree; 2 years of relevant work experience are required with a Master’s degree. Candidates should demonstrate strong knowledge of renewable water or related fields such as water access, economics, efficiency, finance, hydropower, etc. Experience in public sector or non-profit environments, understanding of local political and economic contexts, and external stakeholder engagement is desirable. Research, analytics, and spatial mapping experience are also assets.
Educational Background: The educational background required for the Associate Advisor - Water position includes a minimum of a Bachelor’s degree in relevant fields such as engineering, economics, law, international relations, or development management. A Master’s degree is preferred and may compensate for some years of required work experience. Additional certifications in project management (PMP, Prince II) are advantageous.
