Job Overview:
The Manager, EM&O2 will play a crucial role in collaborating with the Program Leader to drive strategic initiatives and oversee program implementation across multiple states in India. This position requires the development of comprehensive strategies, management of diverse teams, and engagement with key stakeholders to expand equitable access to medical oxygen through systematic improvements. The Manager will lead a high-performing team based in Delhi, focusing on achieving critical access goals while reporting directly to the Program Leader. The ideal candidate will have demonstrated leadership experience, strong analytical capabilities, and proven success in leading cross-functional teams. This role demands excellent communication skills, the ability to thrive in ambiguous environments, and a commitment to excellence in high-pressure situations.

Duties and Responsibilities:
  • Strategic Program Leadership and Development: Co-create and monitor the strategic direction of the EM&O2 program, ensuring equitable access to essential medicines and strengthening public health systems through government-led initiatives. Build the program implementation capacity within the team, ensuring alignment with WJCF policies, and responsiveness to government and donor needs. Develop insights on key program goals, focus areas, and geographies, contributing to program effectiveness. Drive fundraising and business development efforts by leading grant writing and proposal reviews. Identify new areas for expansion and strengthen the program’s scope to deliver impactful results. Assist in resource mobilization, ensuring donor proposals reflect the scale of impactful initiatives and WJCF’s mission.
  • Processes, Project and Financial Management: Guide the development and regular updating of the program's results framework, operational plans, risk registers, and other key process documents. Oversee the planning, tracking, and reporting of program budgets in compliance with donor and WJCF requirements. Lead collaborative decision-making around resource allocation, ensuring prioritization is evidence-based. Collaborate with operational teams and finance liaisons to maintain budgetary oversight.
  • Stakeholder and Relationship Management: Cultivate and maintain strong relationships with key governmental entities, donors, NGOs, and health service delivery points. Engage with government program managers to align and ensure buy-in across all programmatic activities. Build trust-based relationships with senior government stakeholders, particularly within the Ministry of Health and Family Welfare (MoHFW). Lead the development of cross-program collaborations and knowledge-sharing. Maintain a stakeholder matrix and guide teams on navigating complex stakeholder relationships effectively.
  • Strategic Communication and Knowledge Sharing: Provide regular updates to internal and external stakeholders on program progress, challenges, and successes. Develop communication approaches and materials aligned with WJCF policies. Represent WJCF at high-level meetings, workshops, and conferences, showcasing program success. Lead knowledge management efforts, promoting best practices and lessons learned.
  • People and Team Management: Foster a collaborative and innovative environment, building team resilience and adaptability. Mentor team members, providing guidance and career growth opportunities. Lead recruitment and capacity building for new and existing team members. Develop and maintain feedback mechanisms to ensure effective team performance. Identify and manage program-related risks, escalating issues as necessary.
  • Technical Expertise and Problem Solving: Develop subject matter expertise among program leads, ensuring deep knowledge of program principles. Support evidence-informed initiatives, including hypothesis testing and research. Lead the development of critical thinking and problem-solving skills within the team. Provide strategic insights at technical working groups and high-level meetings. Perform any other duties as requested by the program leadership.

Required Qualifications:
Bachelor's degree or higher in business administration, management sciences, public health, development studies, public policy or related fields. At least 8 years of experience in a demanding result-driven environment in the private or public sector, with increasing levels of responsibility and leadership. Proven track record in successfully managing projects, cultivating relationships, and coordinating the interests of diverse stakeholders. Expertise in navigating complex processes and driving collaborative decision-making. Exceptional communication skills, both oral and written, in English and Hindi, with the ability to craft compelling presentations and detailed reports. High emotional intelligence, demonstrating patience, empathy, and thoughtful leadership. Strong organizational skills with the ability to work autonomously and manage multiple tasks and deadlines. Willingness and flexibility to travel extensively, both within and outside program states and districts.

Educational Background:
A Bachelor's degree or higher in business administration, management sciences, public health, development studies, public policy, or related fields is required for this position.

Experience:
The position requires at least 8 years of experience in a demanding result-driven environment, with increasing levels of responsibility and leadership. Candidates should have a proven track record in managing projects and engaging with diverse stakeholders.

Languages:
Mandatory languages include English and Hindi, with exceptional communication skills required in both oral and written forms. The ability to craft compelling presentations and detailed reports is essential for influencing and engaging stakeholders.
