Job Overview:
The HR Specialist, Navigation and Support plays a crucial role in enhancing UNOPS' victim-centered approach to misconduct. Reporting directly to the Director of the People and Culture Group and collaborating with the Ethics Office, this position is responsible for coordinating support for victims of misconduct, ensuring they receive the necessary guidance and resources throughout the resolution process. The Specialist will provide direct support to personnel, mainstreaming a victim/survivor-centered approach in response to various types of misconduct, including sexual exploitation and abuse. This role also serves as a central point for guidance on whistleblowing processes, ensuring individuals are informed about their options and the support available to them.

Duties and Responsibilities:
  • Navigation and Resource Coordination: Act as a contact point for individuals reporting misconduct, providing a confidential environment for them to discuss their concerns. Offer guidance on available services, including mental health support, and develop individualized safety and resource navigation plans.
  • Facilitation of Case Management: Create a supportive environment to minimize re-traumatization during reporting and investigation processes. Provide de-escalation support and monitor the needs of reporters/victims/survivors.
  • Monitoring and Reporting: Maintain a database to track support provided and report on trends. Ensure UNOPS policies align with international standards and evaluate the effectiveness of victim support programs.
  • Capacity Building: Develop operational procedures related to victim-centered approaches, deliver training, and provide guidance to key personnel on responding to incidents of misconduct. Advocate for survivor-centered approaches in internal justice mechanisms and develop knowledge materials for stakeholders.

Required Qualifications:
Candidates must possess an Advanced University (Master’s) Degree in fields such as Law, Social Justice, Human Rights, Behavioral Sciences, Psychology, or Social Sciences. Alternatively, a First University (Bachelor’s) Degree in these fields combined with two additional years of relevant experience will be accepted. A minimum of 5 years of relevant experience in protection/safeguarding, social work, gender-based violence, or workplace misconduct is required. Experience in individualized case management and working with diverse populations is highly desirable, along with previous experience in the UN or NGO sector.

Educational Background:
An Advanced University (Master’s) Degree in related fields is required. A First University (Bachelor’s) Degree in Law, Social Justice, Human Rights, Behavioral Sciences, Psychology, or Social Sciences, combined with two years of relevant experience, is also acceptable. This educational background ensures that candidates have the necessary theoretical knowledge and practical skills to address complex issues related to misconduct and victim support.

Experience:
Candidates should have at least 5 years of relevant experience in areas such as protection/safeguarding, social work, or gender-based violence. Experience in international development or humanitarian aid is essential, particularly in contexts involving hardship or conflict. Proven experience in case management and providing support to survivors of abuse is highly desirable, as is familiarity with diversity and inclusion principles. Previous work with the UN or NGOs is an advantage, as is experience in training and capacity-building initiatives.

Languages:
Fluency in English is mandatory for this position. Proficiency in additional languages such as French, Spanish, or any other UN language is considered desirable, as it enhances communication with diverse stakeholders and supports the organization's global operations.

Additional Notes:
This position is a full-time, ongoing role based in Copenhagen, Denmark. The contract type is ICA, with an open-ended duration subject to organizational requirements and satisfactory performance.
