Job Overview: The Operations Specialist/Senior Specialist position is designed for a dedicated professional with expertise in strategy and program management. The successful candidate will play a crucial role in overseeing the implementation of the Institutional Strategy through the IDB Group Impact Framework. This role involves collaborating with various stakeholders to provide insights that support decision-making by senior management and the Board of Directors. The position is situated within the Strategic Planning and Monitoring Division (SPD/SMO), which is part of the Office of Strategic Planning and Development Effectiveness (SPD). The SPD is tasked with fostering a results-oriented culture within the Bank, innovating its core business, and ensuring the effectiveness and efficiency of its products and methods. The Operations Specialist/Senior Specialist will contribute to the development of strategic proposals, monitor the Bank's performance, and ensure alignment with the Institutional Strategy, thereby enhancing the IDB's ability to serve its clients effectively.
Duties and Responsibilities: The duties and responsibilities of the Operations Specialist/Senior Specialist include:
Collaborating with team members to coordinate the collection of Impact Framework data across the IDB Group, ensuring alignment with established indicator definitions and addressing data gaps.
Coordinating the reporting on the Impact Framework through a public website and internal dashboard, managing relationships with service providers, and adapting reporting tools to meet user needs.
Supporting the enhancement of the Bank’s use of Impact Framework and performance metrics in planning and decision-making processes.
Developing strategic assessments and analyses to inform senior management and the Board.
Contributing to the development of periodic reports on Impact Framework progress, including the annual Development Effectiveness Overview and other corporate reports.
Identifying areas of institutional performance requiring attention from Management and the Board to achieve targets.
Developing strategic documents and presentations for meetings with senior management and the Board of Executive Directors.
Supporting improvements to business processes and tools for capturing Impact Framework data in the Bank’s IT systems.
Leading training sessions for Bank staff on the Sustainable Development Goals (SDGs) methodology and ensuring the accuracy of published data. 1
Maintaining relationships with counterparts in comparator organizations for performance monitoring and reporting.
Required Qualifications: The position requires a Master’s degree in public administration, business management, international development, or other relevant fields. Candidates must possess at least five years of relevant professional experience in program or project management, strategy, management consulting, or advisory roles within the public, corporate, or international development sectors. Strong analytical, qualitative, and problem-solving skills are essential, along with the ability to communicate effectively with senior audiences.
Educational Background: Candidates must hold a Master’s degree in a relevant field such as public administration, business management, or international development. This educational background is crucial for understanding the complexities of program management and strategic planning within the context of international development.
Experience: The ideal candidate should have a minimum of five years of relevant professional experience. This experience should encompass program or project management, strategy development, management consulting, or advisory roles, particularly in the public or international development sectors. The candidate should demonstrate a proven track record of managing projects and programs effectively, as well as experience in communicating results to senior leadership.
Languages: Proficiency in both spoken and written Spanish and English is mandatory for this position. Additionally, knowledge of French and Portuguese is considered a valuable asset, enhancing the candidate's ability to engage with diverse stakeholders across the IDB Group and its partner organizations.
Additional Notes: The position is offered as an international staff contract for an initial duration of 36 months, with the possibility of renewal upon mutual agreement.
