Job Overview:
The Regional Officer for Aerodromes and Ground Aids (AGA) plays a crucial role in supporting ICAO's mission by providing expert advice and assistance to member states in the North American, Central American, and Caribbean (NAM/CAR) regions. This position involves monitoring developments in aerodrome operations, assisting states in implementing ICAO standards and recommended practices (SARPs), and enhancing safety oversight capabilities. The officer will work closely with civil aviation authorities to ensure compliance with AGA-related SARPs and support the development of aerodrome operational and master plans. The role requires fluency in both English and Spanish, as the office operates in these languages, and involves collaboration with various stakeholders to promote effective aerodrome management and safety.

Duties and Responsibilities:
  • Monitor developments in aerodromes within the accredited states and assist in implementing provisions related to aerodrome design and operations as per Annex 1
  • Support states in achieving efficient implementation of ICAO SARPs and regional plans, particularly concerning AGA.
  • Provide technical assistance for the functioning of the CAR/SAM Planning and Implementation Regional Group (GREPECAS).
  • Collect and analyze data related to aerodrome infrastructure and efficiency to maintain performance dashboards.
  • Support operational improvements involving AGA matters, including Airport Collaborative Decision Making (ACDM).
  • Guide states in regional planning and assist with amendment proposals to the NAM and CAR/SAM Regional ANP.
  • Identify and address deficiencies in AGA fields to improve aerodrome operations and safety oversight.
  • Support the implementation of safety strategies and monitor aerodrome certification requirements.
  • Act as secretary for ICAO meetings related to AGA and prepare necessary documentation. 1
  • Perform other related duties as assigned.

Required Qualifications:
  • A first-level university degree in civil engineering, airports engineering, electrical engineering, or other aerodrome-related technical disciplines is essential.
  • An advanced level university degree (Master’s Degree or equivalent) in relevant fields is desirable.
  • A minimum of nine years of experience in airport planning, design, construction, maintenance, operation, or safety management is essential.
  • Experience with airport certification and safety oversight by a Civil Aviation Authority is required.
  • Experience in providing training and conducting seminars in aviation-related disciplines is essential.
  • Desirable experience includes working at a management level in aerodromes and grounds aids, project management, and working in a multi-national environment.

Educational Background:
Candidates must possess at least a first-level university degree in civil engineering, airports engineering, electrical engineering, or other aerodrome-related technical disciplines. An advanced degree in a relevant field is preferred, indicating a higher level of expertise and knowledge in aerodrome operations and safety management.

Experience:
The position requires a minimum of nine years of professional experience in airport planning, design, construction, maintenance, operation, or safety management. Candidates should have experience with airport certification processes and safety oversight, preferably within a civil aviation authority or international organization. Experience in training and conducting seminars related to aviation regulations and aerodrome certification is also essential. Desirable experience includes management-level involvement in aerodrome projects and familiarity with international aviation standards.

Languages:
Fluency in reading, writing, and speaking English and Spanish is essential for this position, as the ICAO Regional Office operates in both languages. A working knowledge of additional languages such as Arabic, Chinese, French, or Russian is considered desirable, enhancing communication with a broader range of stakeholders.

Additional Notes:
This position is offered on a fixed-term basis for an initial period of three years, with the first year being probationary for external candidates. ICAO staff members are expected to conduct themselves in accordance with the standards of conduct for international civil servants. The organization offers an attractive benefits package, including a net base salary of USD 84,672 per annum, plus a post adjustment of USD 40,812 per annum, subject to change.
