Job Overview: The Gender Advisor / Programme Management Officer will play a crucial role in developing, implementing, and evaluating a regional program aimed at enhancing women's leadership in disaster risk reduction (WIN DRR) across the Asia-Pacific region. This position involves liaising with relevant stakeholders, ensuring follow-up actions, and supporting the program's expansion to other regions. The incumbent will facilitate the integration of gender equality and disability inclusion into UNDRR's core processes, including strategic planning, program management, resource mobilization, and partnerships. The role also includes leading the implementation of the Gender Action Plan to support the Sendai Framework for Disaster Risk Reduction, coordinating outreach activities, and ensuring compliance with UN-wide gender initiatives. The position requires research and analysis of inclusive disaster risk reduction, providing recommendations to enhance accessibility and inclusivity in disaster risk management.
Duties and Responsibilities: The incumbent will be responsible for a variety of duties, including:
Developing, implementing, and evaluating the WIN DRR program, ensuring effective partnerships and follow-up actions.
Facilitating the integration of gender equality and disability inclusion into UNDRR's global processes.
Leading the implementation of the Gender Action Plan and coordinating outreach activities on gender-responsive disaster risk reduction.
Conducting research and analysis on inclusive disaster risk reduction, providing recommendations to senior management.
Coordinating policy development related to gender equality and disability inclusion, including compliance with international conventions.
Promoting the use of disaggregated data to improve monitoring and decision-making processes.
Providing technical expertise on gender and disaster risk reduction at regional and national meetings.
Preparing written outputs related to gender equality, women's leadership, and human rights.
Supervising staff and coordinating budget-related activities. 1
Performing other duties as required.
Required Qualifications: Candidates must possess a minimum of seven years of progressively responsible program management experience in gender mainstreaming, women's leadership, and disability inclusion within disaster risk management, humanitarian response, or development programming. Experience in conducting gender analysis is essential, along with at least two years of experience in designing and managing large projects. Additionally, candidates should have at least two years of experience working in international organizations, such as the United Nations or comparable entities. Experience in developing partnerships and improving organizational systems for gender results is desirable.
Educational Background: An advanced university degree (Master's Degree or equivalent) in gender and women's rights, development studies, social sciences, international relations, human rights, law, gender studies, or a related field is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: The position requires a minimum of seven years of progressively responsible experience in program management, specifically focusing on gender mainstreaming, women's leadership, and disability inclusion in disaster risk management or related fields. Candidates should have experience in conducting gender analysis and managing large projects, as well as working within international organizations.
Languages: Fluency in English is required for this position, as it is one of the two working languages of the United Nations Secretariat. Knowledge of another UN official language, such as French, is desirable but not mandatory.
