Job Overview:
The Programme Management Officer will be responsible for overseeing the development, implementation, and evaluation of various programs and projects related to the work of the Unit in Brazil. This includes monitoring and analyzing program/project development, conducting research, and providing substantive support for policy development. The officer will also engage in outreach activities, conduct training workshops, and participate in field missions, ensuring that all activities align with the goals of ECLAC and contribute to environmentally sustainable economic development.

Duties and Responsibilities:
The duties of the Programme Management Officer include participating in the development and evaluation of assigned programs/projects, monitoring their implementation, conducting consulting assignments, researching and analyzing information, developing policy papers, assisting in policy development, designing data collection tools, preparing written outputs, providing support for meetings and conferences, conducting outreach activities, coordinating budget-related activities, and performing other duties as required. The officer will also be responsible for collecting and analyzing data to identify trends and provide insights for decision-making.

Required Qualifications:
Candidates must possess a strong understanding of theories and concepts relevant to project management and economic development. They should have the ability to identify and analyze issues, conduct independent research, and apply judgment in their work. Professionalism, planning and organizing skills, and client orientation are essential competencies for this role. The officer must demonstrate a commitment to gender perspectives and the equal participation of women and men in all areas of work.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of programs in data analytics, business analytics, or data science is desirable.

Experience:
A minimum of five years of progressively responsible experience in project or programme management, administration, or a related area is required. Familiarity with national institutional settings in Brazil is essential, along with prior experience in development cooperation projects with the Brazilian government or other Latin American countries. Experience in data analytics or related areas, as well as project management within an international organization like the United Nations, is highly desirable.

Languages:
Fluency in English is required, as it is one of the working languages of the United Nations Secretariat. Fluency in Portuguese is desirable, and knowledge of French or Spanish is also beneficial, as Spanish is a working language of ECLAC.

The selected candidate will be granted a fixed-term appointment limited in accordance with UN administrative instructions. The position is subject to the authority of the Secretary-General, and staff members are expected to move periodically to new functions.
