Job Overview: The National Expert UN Volunteer position is situated within the Data, Identity Management and Analysis (DIMA) unit of UNHCR Brazil. This role is crucial for supporting the operational framework of the organization by managing and analyzing data related to refugees and asylum seekers. The incumbent will work under the direct supervision of the Assistant Registration and Identity Management Officer, engaging with various stakeholders including senior management, technical staff, UN agencies, and NGOs. The position requires a high level of technical expertise in data management, as well as the ability to navigate complex political landscapes and stakeholder relationships. The volunteer will be responsible for ensuring the integrity and accuracy of data, which is essential for operational decision-making and reporting. This role also involves training UNHCR staff and partners in data management practices, thereby enhancing the overall capacity of the organization to respond to the needs of displaced populations.
Duties and Responsibilities: The UN Volunteer will undertake a variety of duties including: executing operational data management for the national data ecosystem, managing UNHCR Brazil data in the Raw Internal Data Library (RIDL), ensuring adherence to data storage and curation principles, processing administrative records and case management data, and ensuring timely data availability for analytical use. The incumbent will design, develop, and maintain Extract, Transform, Load (ETL) processes and data pipelines, promote innovative solutions for data processes, and provide quality assurance for statistical analysis. Additionally, the volunteer will collaborate with Monitoring and Evaluation (M&E) activities, provide training to staff and partners, and may support registration activities as needed. Attention to detail and effective communication skills are essential for translating technical concepts to non-technical stakeholders, and the ability to work independently while managing multiple deadlines is critical.
Required Qualifications: Candidates must possess a Bachelor’s degree or equivalent in Data Science, Engineering, Information Technology, or a related field. Essential qualifications include strong experience with ETL tools, proficiency in data manipulation languages, and familiarity with Application Programming Interfaces (APIs) and web services. Knowledge of data modeling, governance principles, and various data collection methodologies is also required. Experience working with cloud data platforms and programming languages such as Python and SQL is essential. Desirable qualifications include knowledge of UNHCR PRIMES tools and experience in humanitarian contexts, as well as an understanding of civil registration systems.
Educational Background: A Bachelor’s degree or equivalent in a relevant field such as Data Science, Engineering, or Information Technology is required for this position. This educational background provides the necessary foundation for understanding complex data systems and the technical skills needed for effective data management and analysis.
Experience: The position requires a minimum of 7 years of relevant work experience in data management, analysis, or a related field. Candidates should have a proven track record of managing data projects, working with diverse stakeholders, and implementing data governance strategies. Experience in humanitarian or development contexts is highly valued, as it demonstrates the ability to navigate the unique challenges faced in these environments.
Languages: Proficiency in English and Portuguese is mandatory for this position. Knowledge of additional languages is considered an asset, as it may enhance communication with diverse populations and stakeholders.
Additional Notes: This is a national UN Volunteer assignment based in Brasília, Brazil, classified as a family duty station with a hardship level of A (least hardship). The volunteer will be responsible for arranging their own housing and living essentials. The position is full-time, and the selected candidate will be part of the malicious insurance plan. The living conditions in Brasília are generally good, with access to health services and a variety of accommodation options.
