Job Overview: The Finance Manager will be responsible for the comprehensive management of the mission's accountancy cycle from initiation to closure. This includes processing all financial transactions, tracking budgets, and ensuring that all documents are vouchered before payments are made. The Finance Manager will play a crucial role in ensuring that financial and procurement procedures are adhered to and will support the organization's auditing processes. The position requires a proactive approach to financial management, ensuring that all financial activities align with the organization's goals and compliance requirements.
Duties and Responsibilities: The Finance Manager will undertake several essential missions: 1) Provide regular financial treasury management by developing and implementing robust treasury policies, monitoring cash flow, maintaining relationships with banks, and ensuring liquidity needs are met. 2) Ensure timely and accurate financial accounting and reporting, overseeing the general ledger, and ensuring compliance with donor requirements. 3) Optimize systems and processes by collaborating with IT teams to automate financial processes. 4) Guarantee compliance with donor rules, monitoring partners' expenses, and following up on audit recommendations. 5) Ensure high-quality cash management by preparing monthly treasury forecasts and monitoring cash availability. 6) Support finance teams in the bases by providing guidance and covering responsibilities in case of vacancies. 7) Prevent fraud and corruption by identifying risks and implementing preventive measures.
Required Qualifications: Candidates must possess a university degree in business or finance, with a professional qualification in accounting or finance being an added advantage. A minimum of 5 years of finance experience, preferably within an INGO/NGO context, is mandatory. Candidates should have a sound knowledge of accounting procedures and principles, demonstrating the ability to work independently and effectively communicate in English. Strong computer skills and proficiency in standard computing packages such as Word and Excel are essential.
Educational Background: The position requires a university degree in business or finance. A professional qualification in accounting or finance is highly desirable and would enhance a candidate's suitability for the role.
Experience: Candidates should have a minimum of 5 years of relevant finance experience, ideally within the context of international non-governmental organizations (INGOs) or non-governmental organizations (NGOs). This experience should encompass a comprehensive understanding of financial management, accounting procedures, and compliance with donor requirements.
